The German state of Schleswig-Holstein is going its own way on online gaming, taking a more liberal path than the rest of the country and issuing an initial three operating licenses, one of them to UK-based betting exchange Betfair, with more to come. The state also has instituted a more pro-business tax regime. Not surprisingly, 37 entities have applied for licensing.
