Borgata Hotel Casino & Spa in Atlantic City has refused to pay over $860,000 to the Special Improvement Division for services it says it does not utilize. The casino is appealing its inclusion in the state-run Tourism District, objecting to what it deems “arbitrary and capricious” fees. The Borgata is looking for a settlement with the Casino Reinvestment Development Authority.
