A bidder for one of Kansas’s state owned casino has been asked to rework its proposal by the Lottery Gaming Facility Review Board, which approved another proposal last week from Penn National Gaming. And a third casino, the Boot Hill Casino (l.) in Dodge City, is ready to open.
