Carcieri Decision Puts Washington Tribe’s Project In Limbo
A Washington-based tribe, the Cowlitz Tribe, has a proposed casino project that is in limbo, subject to bills in Congress that would “fix” the Supreme Court’s “Carcieri” decision from last year that make it almost impossible for tribes recognized after 1934 to put land into federal trust.
