Goa Freeze on Casino Growth

For several months, a quiet had settled in around the casino ships of the Indian state of Goa. Now, an attempt to launch a new ship there threatens to revive the combatants, even though most competitors remain closed—including the Pride of Goa (l.)—due to a high entry fee imposed by the government.
