Even before Colorado's 5 percent gaming tax decrease went into effect, a loophole in state gaming regulations allowed casinos to avoid paying hundreds of thousands of dollars in annual taxes. That's because casino operators can hold up to three retailer licenses, even if the casinos are housed at one location and marketed under one name, and thanks to the state's graduated tax structure, casinos with smaller revenues pay much lower taxes than larger operations.
