The Arizona Senate has postponed action on SB 1158, introduced by Senator Sonny Borrelli, which would authorize sports betting exclusively at tribal casinos.
The senator introduced the bill in January. The postponement comes after the Commerce and Public Safety Committee determined last week that amendments and revisions would be needed before another vote.
Borrelli told the Arizona Independent: “Unfortunately, I kind of put the cart before the horse. I have to take the emergency clause off the bill to give the Department of Gaming enough time to come up with the rules to implement this game. No doubt they will kind of cut-and-paste what Nevada does.”
The emergency clause in a bill allows it to become law immediately after being adopted and signed by the governor. However, it also requires a two-thirds vote of both chambers. Without that clause the bill would become law after 90 days after the legislative session ends, but would only require a majority of both houses to pass.
