Churchill Downs Requests New Indiana Location

Churchill Downs has asked the Indiana Gaming Commission to relocate its proposed $260 million casino to the east side of Terre Haute. Officials said the new location is larger, more accessible and preferred by the public.

In a recent presentation to the Indiana Gaming Commission, Churchill Downs officials requested moving its $260 million Vigo County casino from near Haute City Center to Margaret Avenue near Interstate 70 in Terre Haute. Churchill Downs Senior Vice President of Corporate Development Jason Sauer said the new east-side location is larger, more accessible and preferred by the public.

IGC General Counsel Dennis Mullen said a review of statutes and regulations indicated the location change did not require the approval of commissioners. However, commission staff requested that Churchill Downs officials provide an update due to the impact of the change.

Sauer noted the proposed 50-acre site is double the size of the initial property, which offers opportunities for later growth. Also, it’s in a thriving commercial area where additional development is planned. Also, Sauer said elected officials, citizens and other stakeholders urged Churchill Downs to build on the east end.

Before construction can start, the property has to be rezoned from agricultural to commercial use and the Federal Aviation Administration has to approve the project due to proximity to the airport. Also, a variance must be granted to exceed 125 feet in height. Sauer said Churchill Downs expects to close on the property in April or May after all land-use approvals and permits have been issued. Then ground could be broken in May, followed by a 14-month construction schedule.

Sauer said, “Suffice to say, we are extremely excited about entering the Indiana gaming market, but not just entering the market. It’s how we are doing it. We are extremely excited about this project. It’s been quite a while for the people of Vigo County for this casino to get off the ground.”
