U.S.-based developer Cora Alpha, headed by former Disney executive John Cora, has formally applied to build a mega-resort called Elysium City in Extremadura, Spain. The government has 30 days from the filing date to verify the submitted documentation.

U.S.-based developer Cora Alpha has filed an official application to build a mega-resort called Elysium City in Extremadura, Spain. The government has 30 days from the August 15 filing date to verify the company’s submitted documentation. Then it must issue a technical dossier on how the project meets requirements of the Extremadura Law of Large Leisure Facilities, according to reports, followed by a public comment phase.

Cora Alpha, headed by former Disney executive John Cora, intends to begin work on the leisure park by the end of this year. It contends that the new complex will create about 15,000 jobs over five years.

Cora Alpha will partner on the Elysium City plan with U.K.-based Agostar Group PLC, which develops large-scale projects.

The partners say Elysium City will be the “first major smart sustainable city project in Europe.” It will be planned and built from scratch, considering the 17 Sustainable Development Goals of the United Nations. In addition, the project will place Castilbanco and Extremadura as a unique destination at an international scale.

According to reports, Phase I of Elysium City will include hotels with casinos, an 18-hole golf course, a football stadium with capacity for 40,000 spectators, three- and five-star hotels, a casino, a small marina, an adventure water park, and a theme park, among other amenities.

Phase II will add more hotels, residential towers, floating islands, a larger marina, a convention center and a Formula One racetrack.
