Now that the Florida Gaming Control Commission has seen three resignations in a little more than a year, one expert believes that Governor Ron DeSantis (l.) may be to blame.

After the third Florida Gaming Control Commission (FGCC) chairperson resigned in just the past 14 months, one gaming expert is blaming the state’s governor for the turmoil.

Charles “C.B.” Upton, a Tallahassee lawyer whose legal specialty is gaming law, submitted his letter of resignation August 16.

Bob Jarvis, a gambling law professor at Nova Southeastern University in Fort Lauderdale, told PlayFlorida.com that he believes that Governor Ron DeSantis bears the responsibility for the turnover in the department.

“DeSantis has such a strict litmus test for all his appointees that a lot of qualified people for all sorts of Florida government positions can’t be considered,” Jarvis said. “Thus, he’s got a relatively small pool of people and is constantly playing musical chairs.”

Jarvis is not the only one to voice concerns over the department. The resignation of Upton has elicited diverse reactions from various stakeholders within the gaming industry and the public. Some express concerns about the potential disruption to ongoing regulatory processes, while others view it as an opportunity for positive change.

Casino operators and industry professionals are closely monitoring the situation, as the new chairperson’s leadership style and approach to regulation will inevitably shape the future of the gaming industry in Florida. The public, on the other hand, seeks assurance that the FGCC remains committed to upholding the highest standards of integrity and accountability.

Upton succeeded John MacIver, who left the chairman’s role in January when DeSantis appointed him to the Fifth District Court of Appeal in Daytona Beach.

Julie Brown was the first person to chair the commission. She was DeSantis’ secretary of the Department of Business and Professional Regulation. She left in favor of MacIver.

There’s been no word yet on who would replace Upton. The chairperson of the Gambling Oversight Board has a wide range of responsibilities. They are responsible for leading and coordinating the board’s activities, setting its strategic direction, and ensuring its policies align with the goals of fair and responsible gambling practices. The Chairperson also represents the board at various industry events, forums, and meetings, acting as the public face of the organization.
