Ex-PAGCOR Official Could Sue Anew—in the U.S.

Rogelio Yusi Bangsil Jr., a former official of the Philippine Amusement and Gaming Corp. says he will not appeal his failed lawsuit against Wynn Macau at home, but move the battle to the United States, where the odds of winning are better. The original ruling went to Wynn.

As initially reported by the Business Daily, Bangsil complained that his name and that of his wife were wrongly cited in a report commissioned in 2011 regarding an alleged “improper relationship” between PAGCOR officials and Japanese billionaire Kazuo Okada, a former Steve Wynn partner and casino titan.

Last summer, the TJB ruled against Bangsil’s MOP10 million (US$1.2 million) damages claim. Bangsil initially intended to appeal the TJB decision but told MNA now that after “considering additional the legal fees” he would have to incur decided not to follow up with the required arguments—generally to be submitted 30 to 40 days after a court decision—to take his appeal forward.

Bangsil, who was officer in charge of PAGCOR’s gaming department, told the Macau News Agency that “faulty” Chinese-to-English translations in court led to his downfall.

“Since in my case the violation was actually done in the U.S., I may have better chances of getting justice there. I’m consulting now with U.S. lawyers to file the case there,” Bangsil told MNA.
