The Administrative Committee of Finland, which previously said there was no good argument for maintaining the gaming monopoly of Veikkaus is proposing amendments to the Lotteries Act that might end that monopoly. The bill was filed in September.
It its comments the committee called the Veikkaus monopoly “practically broken,” and said alternatives should be considered. It called for an inquiry, “without delay.”
The Constitutional Committee responded, arguing that to remove the monopoly would violate Veikkaus’s constitutional right to operate a business.
The Administrative Committee is now advocating blocking of funds, but only for transferring funds from players to operators. This would, it said, avoid violating sections of the Constitution that protects property protection and business freedom.
