Although Brazil’s elections are now past and a new president has been selected, the legalization of gambling still awaits action by the Senate. Passage there is by no means assured.
At the same time, the issuance of a decree regulating sports betting is still pending approval by the administration.
According to the Brazilian Institute of Legal Gambling (BILG), as reported by Yogonet, the passage of PL 442/91 by the Senate “is still unpredictable.”
This reflects a general unpredictability that became predominant in the capital after the election and the transition from President Jair Bolsonaro to that of President Luiz Inácio Lula da Silva. This involves negotiations between the two regimes. The outgoing administration has been hit by a malaise after its defeat that is slowing down many routine activities it could be pursuing. The outgoing Bolsonaro remains in seclusion.
Because of this, Magnho José, president of the BILG, is pessimistic because the Constitutional Amendment Proposal inevitably brings up issues that are largely divorced from gambling but that are very political.
This means that it is unlikely to come to a vote before the end of 2023. At the same time, the election brought about a realignment of parties, and the careers of individual politicians.
The BILG told Yogonet, “From now on it will be just transition, political survival, and Christmas lights.”
