Since 2018, West Virginia has become one of the few markets in the U.S. to legalize both sports betting and iGaming. This is due in large part to the work of Shawn Fluharty, minority whip in the state legislature and the president of the National Council of Legislators from Gaming States (NCLGS). Having championed the legalization of both verticals, Fluharty has become a key voice in the industry, especially as legislative progress was ground to a halt this spring and summer.
