Horseracing-Based Lottery Bill Introduced

A bill that would allow lottery games based on live horseracing recently was introduced in the West Virginia House of Delegates. House Bill 2943 would amend a statutory ban on combining live horseracing and lottery results by exempting horseracing. EquiLottery would manage the games, which currently are allowed in California, Florida, Kentucky and Minnesota.

The West Virginia House of Delegates will consider House Bill 2943, which would authorize the state Lottery Commission “to introduce games whose winning tickets are determined by the outcome of a licensed horserace.” The measure would amend a statutory ban on combining live horseracing results with lottery results by exempting horseracing. The games would be managed by EquiLottery, which has been developing the product since 2014. Currently California, Florida, Kentucky and Minnesota allow a horseracing exemption.

EquiLottery has formed agreements with lottery industry leader IGT Global Solutions and tote system leader AmTote International to create a unique lottery product. The company also is developing IOS and Android mobile apps to allow players to watch live races, replay races, scan tickets and set push notifications.
