Italy’s Ministry of Economy and Finance has issued a decree, bringing fixed odds wagering regulations on sporting and non-sporting events in line with international standards. Excluded is horse racing. The decree will come into force October 28, 2022.
Betting regulation reform began in 2017, following a long, extensive consultation between stakeholders and the Italian gaming regulator ADM (Agency of Custom and Monopolies). This led to the Council of State releasing a draft decree in 2018. However, the process stopped there and the decree did not receive final approval.
One improvement brought about by the decree is that licensees will be able to lower minimum stakes and increase maximum winnings, with the minimum being €1. That will naturally mean players can spend less while winnings will be capped at €50,000, up from €10,000.
The taxation rate is confirmed at 22 percent for brick-and-mortar casinos and 24 percent for online gaming.
The government sees such changes as likely to make it more attractive for consumers to play legally, rather than on the gray market.
