Law firm Duane Morris LLP announced that Stephen L. Martino, former director of the Maryland Lottery and Gaming Control Agency, has joined the firm as a partner in its Baltimore office in the Corporate and Gaming Law Practice Groups.
Martino will focus his practice on the casino gaming, lottery, parimutuel racing and interactive gaming industries. He also will engage in a variety of compliance and government affairs issues for individuals and companies in highly regulated industries.
Martino is a nationally recognized figure in gaming industry policy development, oversight and regulation, and new gaming jurisdiction startup issues. He is experienced in all forms of gaming, including lotteries, casinos and horse racing, both traditional and internet-based.
Most recently, Martino was chief executive officer of the 350-employee Maryland state agency that operates traditional lottery games, regulates commercial casinos and has primary regulatory enforcement of gaming devices throughout the state. Previously, he was executive director of the Kansas Racing and Gaming Commission, where he was chief executive officer of the state’s criminal justice agency that had law enforcement and regulatory oversight of Kansas’ parimutuel racing facilities and casinos.
From 2012-15, Martino served as chairman of the Responsible Gambling Committee of the North American Association of State and Provincial Lotteries. He is a member of the International Association of Gaming Advisors. Martino is also an affiliated regulator member of the International Masters of Gaming Law and was honored as its Gaming Regulator of the Year-Americas in 2014.
