The Missouri House recently passed two sports betting bills and sent them to the Senate Appropriations Committee. The measures would legalize mobile and retail wagering at the state’s 13 existing casinos.
A coalition of Missouri casinos and professional sports teams had significant input on the legislation. Analysts projected Missouri sports betting’s annual handle could reach $150 million.
Provisions of HB 2502, sponsored by state Rep. Dan Houx, include an 8 percent tax rate, reduced from 10 percent and funds for problem gambling services. The state’s pro teams will be allowed to partner with online operators but they will not be allowed to have sportsbooks on premises inside stadiums or arenas. Casinos also will be permitted to have mobile platform; up to 39 online betting skins would be allowed. Houx said, “This is the first time we got everybody to the table and got 99 percent of the people to the plate.”
The bill will face opposition in the Senate, including state Senator Denny Hoskins, a longtime supporter of sports betting. Hoskins wants video lottery terminals legalized, but agreed to address sports betting and VLTs in separate legislation. However, he said the House bills favor casinos. He said he’d support a higher tax rate and a bill that “benefits Missouri taxpayers, education, and Missouri veterans’ homes.”
The full Senate has until May 6 to vote on the sports betting bills. The legislative session will end May 13.
