Monarch Agrees to Hefty Fine for Proxy Wagering

Reno-based Monarch Casinos & Resorts has agreed to pay a $400,000 fine to the Colorado Gaming Commission after executives of the company’s Black Hawk casino self-reported that three sportsbook employees were placing proxy bets on behalf of customers, according to a report in the Nevada Independent.

Proxy wagering—in which anyone other than an account holder places a sports bet on a customer’s behalf—is illegal in Colorado and most other jurisdictions. (It is legal in Nevada through an approved proxy service.)

The fine is in settlement after an investigation found that 79 proxy wagers totaling nearly $61,000 were placed on behalf of 11 different customers in 2021 and 2022. The fine is the largest ever assessed against a casino operator in Colorado.
