The first phase of the long process of establishing three new downstate casino licenses in New York may finally be coming to an end, as the New York State Gaming Commission revealed that answers to applicant questions, the first step in the process, could be forthcoming in September.

The process began seven months ago when the state issued a request for applications for the three casinos. While three downstate licenses are being made available by the state, it is widely expected that two will go to the existing racinos, Resorts World New York City in Queens and Empire City in Yonkers. That would leave all the others vying for a single license in New York City.

There are eight bids for a New York City casino, which include many of the industry’s largest operators and cover Manhattan, Brooklyn and Queens.

“We’re looking forward very much to advancing the whole new casino licensing program,” said Brian O’Dwyer, chairman of the New York State Gaming Commission, according to PlayNY.com. “I know that we’re very much in the final stages, and hopefully we’ll have, certainly before our next meeting, that the first stage in response to the questions will be out. I’m really confident that, from our staff, that will be done.”

The state Gaming Facility Location Board has received more than 600 questions from applicants.

“While the responses are taking longer than expected, it’s important to remember that the Q&As are a critical step in the RFA process, allowing for the clarification of requirements and to make necessary amendments to the RFA,” said NYSGC Executive Director Robert Williams during the agency’s May meeting. “Taking the time to do this right is crucial.”
