Oklahoma Regulators Elect Blalock

Quapaw tribal member Jean Ann Blalock was elected vice chairman of the Oklahoma Tribal Regulators Association. She supervises nine compliance agents at Downstream Casino Resort as compliance officer for the Quapaw Tribal Gaming Agency, which recruited her in 2007 when she was working at the Quapaw Casino.

Jean Ann Blalock has been elected vice chairman of the Oklahoma Tribal Regulators Association. Blalock is the compliance officer for the Quapaw Tribal Gaming Agency, supervising nine compliance agents at Downstream Casino Resort in Quapaw, Oklahoma.

A member of the Quapaw Tribe and descendant of the Crane and Imbeau families, Blalock began her career at the tribe’s social service department in 2004. She also worked at the tribe’s casino, where she was recruited in 2007 to work for the Quapaw Tribal Gaming Agency as compliance supervisor.

In 2008, Blalock was instrumental in the opening of Downstream in terms of regulatory issues and gaming integrity. In the same year, she served with other tribal gaming regulators, tribal gaming operators, legal counsels and gaming vendors to assist the Tribal Advisory Committee in providing input on new Class II regulations for the National Indian Gaming Commission. In 2013, after the new standards were implemented, Blalock helped revise and update the Tribal Internal Controls Standards. This resulted in combining Class Ii and Class III gaming standards into one unified regulation, specifically affecting Quapaw Casino and Downstream Casino Resort which offer both classes of games.
