Ontario Casino Move Could Imperil Horse Racing

Canadian casino operator Gateway is planning to relocate its Innisfil, Ontario gaming facility before the lease expires in 2029. That concerns the operator of Georgian Downs (l.), a racetrack at the same facility.

Ontario Casino Move Could Imperil Horse Racing

Gateway Casinos & Entertainment, which operates casinos in Ontario, Alberta and British Columbia, is planning to relocate its Innisfil, Ontario casino before the current lease expires in 2029. That move could have a negative impact on Georgian Downs, a horse track at the same location, operated by Great Canadian Entertainment.

Gateway plans to build a new casino on the site of a 25-acre former golf club, also in Innisfil. As reported by CTV News, the company has requested a ministerial zoning order (MZO) to be filed by town officials.

While the plan would not have an impact on racing this season or through 2027, Chuck Keeling, a vice president at Great Canadian, told InnisfilToday, “We are disappointed in Gateway’s longer-term desire to potentially relocate their casino operations … (A) relocation of Gateway’s casino operations from Georgian Downs will have a significant impact on our ability to continue horse racing at the property.”

Gateway expects to remain in its present location until the end of January 2028, said Ontario Lottery and Gaming Corp. (OLG) spokesperson Tony Bitoni.

“OLG is aware that Gateway has purchased land in Innisfil and that they are consulting with the town and other stakeholders on municipal requirements as it prepares a site plan approval application. Any plans for relocating a gaming facility will be subject to municipal and provincial approvals.

“That said, we know from our experience … that new (or) relocated gaming sites result in significant capital investment from service providers, as well as new jobs during construction and for ongoing operations.”

He added, “OLG is committed to collaborating with our industry partners to support the province’s plan for the stable and vibrant Ontario horse racing industry and the rural businesses, jobs and communities that depend on it. OLG has informed Ontario Racing about the potential casino relocation. They will work with the racetrack operator and the horse racing sector on plans for future race dates at Georgian Downs.”

Innisfil Mayor Lynn Dollin said, “Racing will happen this year; it’ll go on as usual. The slots and everything that typically happens will go on. Hopefully, they’ll come up with a plan to make horse racing sustainable here in Innisfil. … They’re independent businesses and they have to make their own decisions. Council isn’t in a position to tell a company what they should do. We’re here to support and facilitate economic growth in the community, but not to impose our will.”

Ontario news site Barrie Today reports that BC-based Gateway took over casino operations at Georgian Downs in 2018. Gateway now has 31 casinos in Canada and in recent years has been upgrading or replacing older facilities to entice more visitors.
