Oregon Governor Kate Brown has proposed taking sports betting away from the Oregon Lottery and its Scoreboard, which is widely perceived as being ineffective since its launch in October, and handing its regulation to the Oregon Racing Commission.
HB 2127 wouldn’t abolish Scoreboard, but it would empower the racing commission to award licenses to other entities and set the standards for operation while setting license fees at a very competitive $50,000 annually.
Scoreboard actually lost $2 million for the state during its first six months of operation.
The commission would also be authorized to set tax rates for sportsbook and decide advertising standards and who may be eligible to participate in betting. In other words, to decide whether someone who has a connection to a college or pro team is allowed to place a bet on them.
Sports betting would also be opened up to collegiate games while requiring that any provider purchase official league data as it sets in-game wagers.
