A graft and breach of conduct complaint has been filed against Andrea Domingo, chairwoman of the Philippine Amusement and Gaming Corp. At issue is an alleged attempt by the regulator to have a monopoly over online gaming in the country, according to the Manila Bulletin.
In the complaint filed by Leon Estrella Peralta, founding chairman of the watchdog Anti-Trapo Movement, Domingo was accused of “pitting two legal offices of the government against each other” to remove the Aurora Pacific Economic Zone and Freeport Authority (APECO) from the online gaming market.
According to the Asia Gaming Brief, Peralta claims Domingo tried to move “heaven and earth” in a “willful violation of the constitution and the law.”
“What gives?” demanded Peralta. PAGCOR and APECO “are both government agencies, and all their proceeds are supposed to all go to the government treasury. Why take APECO out of the online gaming scenario? This is unless there is something else to be gained from a monopoly of licensing.”
Peralta said an online gaming monopoly could lead to corruption in the industry.
