Pennsylvania Casinos Fined for Underage Gambling, Internal Controls

Pennsylvania gaming regulators have fined two casinos for allowing underage gambling and a third casino for failing to initiate appropriate internal controls.

The Pennsylvania Gaming Control Board issued fines against three casino operators at its regular monthly meeting on January 11. Two of the fines concerned incidents of underage gambling permitted by casinos, and the third was for inadequate internal controls.

The board fined Philadelphia’s SugarHouse Casino $100,000 for five separate incidents in which 10 underage gamblers were allowed to play. According to the board, the incidents involved a pair of 19-year-old men allowed to wager on table games, a 15-year-old girl betting on slots, three 18-year-old men drinking and playing table games, and two other occurrences involving men aged 18-20.

Sands Bethworks Gaming, parent of the Sands Casino Resorts Bethlehem, was fined $50,000 for four separate instances of underage gambling involving 19- and 20-year-old patrons.

Finally, IOC-PA, which owns the Lady Luck Casino Nemacolin in Fayette County, was fined $15,000 for failing to instituted adequate internal controls and audit protocols for the training and education of marketing staff regarding restrictions on political contributions. Lady Luck also was reprimanded for handing out match-play coupons and drink vouchers to players at a golf club that was hosting a political fundraiser.
