Peru Proposes to Ban Free Bets, Require Supplier Registration

Peru’s newly empowered gaming regulator, the Ministry of Foreign Trade and Tourism of Peru (Mincetur), is proposing to ban free bets and to require registration for gaming suppliers as it takes over its new duties.

The country has started an effort to regulate online gaming that began with a bill Congress passed in July 2022. It named Mincetur as the regulator. Among its first acts were to propose the ban on free bets and the supplier registration requirement. A consultation is required with stakeholders, who may submit their responses until December 2.

The proposed regulation would ban operators from offering any type of remote betting or gaming for free, whether for promotional purposes or as part of a gaming demo. Violators would be assessed a fine.

In addition, operators may not produce advertisements aimed “directly or indirectly” at minors.

Also, suppliers will be required to register with the ministry before offering their services to licensed operators. Those who fail to do so will also be subject to fines.
