Rep. Rodolfo Albano III of Isabela Province in the Philippines, a member of the government’s Commission on Appointments, is pushing a casino entry fee that he says will deter problem gambling and also provide more funds for child welfare programs.

The House leader is seeking a P3,000 (US$62) casino entrance charge from anyone entering a casino or other gaming hall. The charge, “collected from any person who is not an official or employee of any casino every time he or she enters a casino and similar gaming establishments, will serve as a deterrent to those who lack the resources or can ill afford to engage in casino gambling,“ he said.

According to the Manila Bulletin News, Albano’s House Bill 5871 would allot 50 percent for children and youth welfare programs in the city or municipality where the casino is located.

“The charges collected shall constitute a special fund which shall be utilized for the establishment and maintenance of children and youth welfare centers to be established nationwide under the supervision of the Department of Social Welfare and Development,” Albano said.
