Racing Officials to Offer Model Rules for Sports Betting

The Association of Racing Commissioners International says it will consider expanding its model rules for horse and greyhound racing to include guidelines for sports betting after the U.S. Supreme Court struck down a federal ban on sports betting in the U.S. The group’s Model Rules Committee will work on creating a set of model regulations based upon the existing sports betting rules currently in place in Nevada. The ARCI is an umbrella group that promulgates model racing rules it encourages members to adopt.

In the wake of the U.S. Supreme Court clearing the way for sports betting in the U.S. the Association of Racing Commissioners International says it will work to develop guidelines for sports betting models to be used by U.S. states.

The association creates model rules and guidelines for pari-mutuel horse and greyhound racing. The group’s Model Rules Committee will work on creating a set of model regulations based upon the existing sports betting rules currently in place in Nevada.

“Up until recently, except for Nevada, the only legal sports wagering authorized has been on horse or greyhound racing,” said ARCI president Ed Martin, in a press release. “The regulatory structure in place for these sports and the processing of wagers can easily be adopted to accommodate wagering on other sports.”

The proposed rules would parallel Nevada’s rules, since it is the only ARCI member state that had been offering sports betting. Martin predicted the ARCI would give preliminary approval to the interim rules to provide guidance to states considering sports betting legislation.

The association board also will consider an amendment to its bylaws to create a new class of member for government agencies that regulate sports betting, the release said.
