Report: Arkansas Petition Signatures Possibly Invalid

A report regarding a signature petition to legalize casinos in three Arkansas counties indicated several signatures could be invalidated and canvasser identification was questionable. Special Master John Jennings, appointed by the state Supreme Court, said as a result Secretary of State Mark Martin should not have certified the petition for the November ballot.

In a recently filed report, Special Master John Jennings, appointed by the Arkansas Supreme Court, said Secretary of State Mark Martin should not have certified a signature petition to legalize casinos in Boone, Miller and Washington counties. Last month, Martin’s office said supporters of the proposed constitutional amendment had turned in the required number of signatures from registered voters to qualify for the ballot.

But Jennings stated numerous signatures could be invalidated and canvasser identification also had issues.

Robert Coon, a spokesman for Arkansas Wins, the group behind the proposal, said the report is just a recommendation and that Jennings “overstepped his bounds.”
