Russia Considers Tightening Restrictions on Online Payment Providers

Russia is proposing new tighter restrictions on online payment providers aimed at curbing unlicensed foreign gambling sites accepting Russian players. The restrictions will be aimed at banks and online payment sources by punishing third party enablers of illegal betting.

According to Russian media reports, the country’s Ministry of Finance has drafted new restrictions designed to limit paid transactions to the sites. The restrictions would impose penalties on any enabler of unlicensed betting services.

Russian news source RBC.ru said the recommendations were first made in 2015, but were rejected by the government over concerns about enforcement costs. However, as the country has been toughening its stance on online gambling, the recommendations will be reviewed again.

Last year, the country enacted rules that all betting payment transactions to be carried out through the centralized payment system TSUPIS. Russia has only six licensed online betting operators, who have agreed to comply with government regulations.
