Sioux City Rejects, Commission Approves Casino

The Sioux Falls, South Dakota planning commission unanimously approved a conditional use permit for a new casino on the south side of the city—although the city council previously rejected the developer’s request. The city council denied a similar request at the same location three years ago.

Although the Sioux Falls, South Dakota city council previously rejected a developer’s request to build a casino on the south end of town, the planning commission recently unanimously approved a conditional use permit for a Deuces and Crown Casino and a strip mall to be built next to a growing residential area. The city council’s urban planning staff had recommended rejecting the project as an inappropriate location to sell alcohol. The city council denied a similar permit request at the same location in 2015.

Bryant Soberg, president of Crystal Investment Corporation, and business partner Kirby Muilenburg, who represent the Deuces and Crown casino developers, have investments in several area businesses, including Commonwealth Gaming and Holdings and Crown Gaming Inc. Commonwealth is licensed to operate video lotteries in 10 Sioux Falls casinos and Crown Gaming owns five others, according to 2018 data. Soberg said a meeting recently was held with homeowners in the neighborhood near the proposed casino. “We’re going to do everything we can to operate a good location. We don’t want to run a bad establishment,” Soberg said.
