Special Gaming Zones, Tax Waiver May Be a Hard Sell in Macau

Starting in 2023, Macau casinos must set aside special gaming areas for overseas players to see how much revenue they generate. In return, certain taxes on GGR may be waived. Analysts say the plan doesn’t add up.
