The Ukrainian parliament may vote this week on a comprehensive gambling bill that would create a multi-faceted industry with land-based and online casinos, sports betting shops, slot halls, online poker, totalizator and lotteries. The vote is set for July 14.

On June 23, a Ukraine parliamentary committee approved the initial tax framework for its nascent gambling industry, setting a rate of 5 percent of gross gaming revenue (GGR) for sportsbooks.

Online casino taxes will be 10 percent of GGR and 12.5 percent for slots, according to Asia Gaming Brief. An 18 percent corporate tax rate on profits has been floated, with no value-added tax. A gaming regulator will award 11 licenses.

Land-based casino operators in Kyiv would pay a yearly licensing fee of €1.9 million (US$2.1 million). For other cities, the licensing fee would be €960,000 per year.

Online casino licensees would be required to pay a yearly fee of €624,000 before the implementation of an online monitoring system, and €208,000 afterwards. The license allows for both Ukrainian and non-Ukrainian players for online casinos.
