Because of Illinois' budget stalemate, lottery winners of jackpots of $25,000 or more must wait for their payouts. Larger payouts are handled by the comptroller, who currently lacks the legal authority to issue lottery payments. The Illinois Lottery recently issued a statement noting winners will be paid as soon as the comptroller can do so.
