Catawba Nation Eyes March 2026 Launch Date for North Carolina Casino

Catawba Nation will open the “introductory” casino before the wider property launches.

The Catawba Nation has announced that its new Two Kings Casino Resort in North Carolina is set to open in March 2026, ahead of the wider venue launching the following year.

Construction remains ongoing at the venue, which is expected to cost approximately $1 billion. The project covers an area of 2.2 million square feet and is located off Interstate 85 in Kings Mountain, North Carolina.

Speaking at the site, Catawba Nation Chief Brian Harris said the casino is on track to open in March next year. This will be followed by the launch of the entire complex around spring 2027.

“Not only is this facility bringing great jobs to our tribe and our people and creating that generational wealth; it’s also bringing that same opportunity to the citizens of Kings Mountain and the citizens of North Carolina,” Harris said, according to The News & Observer.

What to Expect at the New Catawba Casino

Phase one of the project will include an “introductory” casino. This will feature 1,300 slot machines, 22 table games and sports betting kiosks. Also inside the casino will be a 40-seat restaurant, an 18-seat bar and a loyalty rewards desk.

The property’s lobby will house a video mural, showing the tribe’s history. Visitors will also be able to take part in traditional tribal crafts such as pottery and basket making.

When fully open, the casino complex will have 4,300 slot machines, 100 table games and 11 restaurants. Visitors can also enjoy a player’s lounge, 11 bars and a 385-room on-site hotel.

Other amenities will include 2,700 car parking spaces underneath the main casino floor. A further 800 surface parking spaces will also be available.

The tribe plans to close its current, single-level casino three months after the introductory casino opens. This venue is set to celebrate its fourth anniversary this July.

JCM Completes Digital Overhaul at Hastings Racecourse & Casino

Hastings said it will use the signage to advertise the games available on the casino floor

Transaction and payment technologies provider JCM Global has completed a large digital signage installation at the Hastings Racecourse & Casino in British Columbia, Canada.

The curved, 2.5mm FLEX-S LED display covers an area of 19-by-3 feet. It has been placed above the edge of the gaming floor inside the property.

Vancouver-based Hastings said it will use the new signage to advertise the themes of games available on the casino floor. It will also display a range of targeted marketing messages to visitors.

JCM Global, through its Digital Signage Solutions division, worked with local partner R2 Gaming to complete the project.

JCM Project Improves Player Experience at Hastings

Commenting on the project, JCM Senior Vice President of Sales, Marketing and Operations Dave Kubajak said it will enhance the experience of customers at Hastings.

“No matter the size of the property or location in the casino, operators everywhere are enhancing guests’ experience with JCM Digital Signage Solutions,” Kubajak said. “We are thrilled to have partnered with R2 Gaming to bring this project to life.”

Washington Tribal Casinos Secure Entertainment Partnerships with SEG

Seattle Entertainment Group has expanded its partnerships with Little Creek Casino Resort and Snoqualmie Casino & Hotel.

Seattle Entertainment Group (SEG) has expanded its partnerships with both the Little Creek Casino Resort and Snoqualmie Casino & Hotel in Washington.

Under the agreements, SEG will serve as the official talent buyer and production consultant for the two casinos.

SEG will oversee artist booking, production logistics and venue coordination at each casino property. The entertainment acquisition and production company will also work with local partners to support future events at the venues.

Both properties are owned and operated by local tribes. The Squaxin Island Tribe runs Little Creek Casino and the Snoqualmie Indian Tribe owns the Snoqualmie Casino.

‘Thriving’ Entertainment at Washington Casinos

Little Creek Casino Resort CEO Ramon Nunez welcomed the expanded deal. Nunez said it will build on the success of the property’s existing relationship with SEG.

“SEG is delivering impressive results, and our entertainment program is thriving,” Nunez said. “Troy Wyatt’s (SEG CEO) operational experience continues to lower expenses, reduce risk, and capture attention.

“This partnership sets the stage for presenting two shows a month soon.”

Snoqualmie Casino CEO Mary Lou Patterson added: “In the last 10 years, we have enjoyed a fruitful partnership with Troy Wyatt. We’re thrilled to announce the forthcoming opening of our collaboratively designed event center later this year.”

Located in Kamilche, Little Creek Casino offers a range of slot machines, table games and a sportsbook. Also on site is a hotel, several dining options and three entertainment venues.

Snoqualmie Casino is situated just west of Seattle, offering visitors 1,700 slot machines and 58 gaming tables. It also has a sportsbook, hotel, restaurants and entertainment options.

Jackpot Digital Installs Poker Tables at Minnesota’s Treasure Island

Jackpot Digital has recently announced land-based installations or orders across the U.S. and Canada.

Dealerless poker electronic table games (ETG) provider Jackpot Digital has installed its new Jackpot Blitz product at the Treasure Island Resort & Casino in Welch, Minnesota.

Jackpot Digital has billed Jackpot Blitz as an “advanced” automated casino poker table. As it eliminates the need for traditional dealers, the provider said it allows for a more efficient gaming experience.

Treasure Island Casino Operations Director Michael Jankoviak said while gameplay will be faster, customers will still enjoy engagement while playing.

“We aim to be the premier casino destination,” Jankoviak said. “Treasure Island wants to craft unforgettable moments through exceptional guest experiences and a vibrant atmosphere brimming with the latest gaming innovations and thrilling entertainment.

“Jackpot Blitz is one of these cutting-edge offerings that our guests can experience.”

Ongoing Expansion for Jackpot Digital

The installation at Treasure Island is the latest in a series of recent deployments of Jackpot Digital dealerless poker tables.

The company has recently announced land-based installations or orders across Canada and the U.S. These include deals in California, Louisiana, Michigan, Mississippi, New Mexico and New York, as well as Quebec and Saskatchewan. This is in addition to several jurisdictions in the global market.

On top of this, it works with several cruise ship customers. Its current clients include Carnival Cruises, Princess Cruises, Holland America, AIDA and Costa Cruises.

Macau Government Pledges to Support Satellite Casino Workers

Approximately 5,600 people are set to be impacted by the satellite casinos shutting in Macau.

Macau Chief Executive Sam Hou Fai has urged gaming concessionaires to ensure they fulfill their duties by allocating roles to the thousands of workers who will be impacted by the upcoming satellite casino closures.

Earlier this month, it was confirmed that 11 venues will close before the end of the current year. Melco Resorts, Galaxy Entertainment and SJM Holdings will all be shuttering satellite casinos in Macau.

Upon announcing the closures, operators pledged to “properly settle” casino workers, at the request of Macau’s government. Approximately 5,600 people are set to be impacted by the venues shutting.

Speaking at an event over the weekend, Sam said the government would be monitoring the situation, The Macau News said.

Some 4,800 casino employees are expected to be directly impacted by the closures. Casino operators, Sam said, should ensure they “fully receive and allocate” these workers.

As for the other 800 workers, these are directly hired by the casinos’ operating entities and are also set to be out of work. Sam flagged Macau labor law, saying “the employer that hires them should be responsible.”

Sam added that the Labor Affairs Bureau will follow up on the 800 cases to ensure gaming concessionaires support satellite casino operators in helping workers find new positions.

Which Venues are Closing in Macau?

Melco will be shuttering a total of four venues in Macau. These include the Grand Dragon Casino, Mocha Hotel Royal, Mocha Kuong Fat and Mocha Grand Dragon Hotel,

However, Melco also stated there would be no job losses due to the closures. It said staff at the four locations would be assigned to work at its other properties in Macau. Gaming tables and electronic gaming machines will also be reallocated to its other casinos or gaming areas.

Meanwhile, Galaxy will close the Waldo Casino “due to commercial considerations.” Like Melco, it has pledged to shift workers to other properties in Macau.

SJM announced the largest closures with seven of its nine satellites set to shut. Properties on the block include Casa Real, Emperor Palace, Fortuna, Grandview, Kam Pek Paradise, Landmark and Legend Palace.

However, SJM did set out plans to acquire the two others. Ponte 16 and L’Arc Macau will be added to the company’s portfolio and shifted to a directly managed model.

IGT Scores PlaySports Extension with Boyd Gaming

Boyd will continue to offer the IGT PlaySports Kiosks at its 10 retail betting locations across Nevada

International Game Technology (IGT) has signed a three-year extension to its sports betting technology partnership with Boyd Gaming Corporation.

Under the deal, the IGT PlaySports platform will continue to power Boyd’s sports betting offering in Nevada. This will cover both the operator’s retail and mobile wagering offerings.

Boyd will also continue to offer IGT’s PlaySports Kiosks at its 10 retail betting locations across Nevada. IGT PlaySports technology also powers retail sportsbooks at Boyd casinos in Illinois, Indiana, Iowa, Kansas, Louisiana, Mississippi, Ohio and Pennsylvania.

The agreement is due to run through until 2028. IGT and Boyd began partnering on sports betting in 2018.

Boyd Aiming to Evolve Sports Betting Offering

Bob Scucci, vice president of race and sports operations for Boyd Gaming, said the extension would help to evolve the operator’s betting service for players in Nevada.

“As the core technology of our sports betting offering in Nevada, IGT PlaySports’ platform enables us to evolve Boyd Sports in ways that deliver incremental value to our players and seamlessly scale our offering to address new business opportunities,” he said.

Joe Bertolone, senior vice president of sports betting at IGT, said the agreement will support Boyd in what is one of the “most mature and competitive” sports betting markets in the U.S.

“IGT PlaySports continues to invest in and grow our footprint in Nevada,” Bertolone said. “The performance, reliability and scalability of our technology stack and self-service betting technologies ensure our customers benefit from the most comprehensive B2B solution in North America.”

Boyd counts the Fremont Hotel & Casino, California Hotel Casino and Sam’s Town Las Vegas properties among its Nevada portfolio.

TCSJOHNHUXLEY Secures UAE Vendor License

TCSJOHNHUXLEY described the UAE license as “pivotal” moment in its history.

Live gaming products and services manufacturer and supplier TCSJOHNHUXLEY has become the latest company to secure a Gaming-Related Vendor License in the United Arab Emirates.

Issued by the General Commercial Gaming Regulatory Authority, the license clears TCSJOHNHUXLEY to offer its products in the UAE.

TCSJOHNHUXLEY will deliver a range of live gaming solutions to licensed commercial gaming operators. The provider counts gaming tables, jackpot systems, roulette wheels and table displays among its diverse offering.

The company described the new license as a “pivotal” moment in its history. It added that this fits in with its wider strategy of delivering its services to new and emerging markets globally.

‘Considerable opportunities’ for TCSJOHNHUXLEY in UAE

TCSJOHNHUXLEY Executive Chairman Tristan Sjöberg said the strategic vision for a regulated commercial gaming sector in the UAE presents “considerable opportunities” for the business.

“We are absolutely delighted to have secured our GCGRA Gaming-Related Vendor license,” Sjöberg said. “This is a testament to our long-standing commitment to compliance and innovation.

NSW Premier Rejects Crown Requests for ‘Pokies’ Machines at Sydney Casino

Crown hoped to add 500 cashless pokies machines at the casino in NSW.

New South Wales Premier Chris Minns has ruled out allowing Crown Resorts to add “pokies” slot machines at its land-based casino in Sydney.

Crown executives have been lobbying MPs to allow the operator to introduce machines at the venue. Its current operating license in the Australian state does not permit it to offer this type of gambling at the casino.

Any such move would have required legislative change in NSW. However, Minns said that his government would not be making any such change.

“I want to make it clear that the government is not going to move legislation to allow poker machines at Crown Casino,” Minns said, according to the Sydney Morning Herald.

“This is a legislative imposition that has been put in place in the state for over a decade. It would require a bill, presumably from the government, to knock over that restriction. I am not going to do that.”

Crown Wanted 500 Machines at Casino

The operator is said to have approached several MPs over the matter. It also held talks with NSW Gaming Minister David Harris.

Two MPs involved in the preliminary discussions shed some light on its plans. Crown hoped to add 500 cashless pokies machines at the casino while removing 500 machines from venues elsewhere in NSW.

Crown said that cashless machines would enhance player protection efforts, adding that the technology requires players to set a spending limit before playing.

Cashless machines are not yet active in NSW. The state recently ran a trial, but uptake among players in the state was low. However, the technology has proved successful in Victoria.

Current gaming options available at Crown Sydney include table games such as blackjack, roulette and several poker variants.

Melco Resorts Appoints Wang as Independent Non-Executive Director

Wang was previously a director of Melco from November 2006 to August 2016.

Melco Resorts & Entertainment has announced the appointment of John Peter Ben Wang as an independent non-executive director of the company.

Wang will take on his new role with immediate effect. He will also serve as chairman of the Melco audit and risk committee and a member of each of the compensation committee, and nominating and corporate governance committee.

An experienced executive, Wang was previously a director of Melco from November 2006 to August 2016.

Between 2011 to 2019 he was deputy chairman and executive director of Summit Ascent Holdings. Listed on the Stock Exchange of Hong Kong, Summit is an investment holding company focused on the gaming and hotel sectors.

Wang was also chief financial officer of Melco International Development Limited from 2004 to 2009. In addition, he held senior positions at financial institutions and has experience in finance, accounting and investment banking.

Melco Chair ‘Delighted’ with Wang Appointment

Melco Chairman Lawrence Ho spoke positively about the new appointment. He talked up Wang’s qualifications and experiences, saying this will support the business.

“Melco is delighted to welcome John Wang as one of our independent non-executive directors,” Ho said. “His qualifications and experiences will contribute greatly to the company.”

The appointment comes after Melco announced it will close four of its venues in Macau before the end of 2025. The Grand Dragon Casino, as well as the Mocha Hotel Royal, Mocha Kuong Fat and Mocha Grand Dragon Hotel, will cease operations over the coming months.

El Cortez Hotel & Casino Completes $20 Million Expansion

The El Cortez Hotel & Casino in Downtown Las Vegas now features an additional 10,000 square feet of gaming space.

The El Cortez Hotel & Casino in Las Vegas has completed a $20 million property-wide expansion as part of an ongoing, multi-year transformation.

This phase of the project included improvements to the casino, new bars, a new restaurant and a Starbucks coffee shop.

Visitors will now have access to 10,000 square feet of additional gaming space, according to 3News. This includes a new high-limit lounge and 200 more slot machines.

Two new bars have also been introduced to the casino floor. One bar has been designed to resemble a giant roulette wheel, while the other is a show-style bar, featuring a large screen for live sports and other content.

Meanwhile, a new restaurant will also launch at the El Cortez Hotel & Casino. Hot Noods, an Asian noodle bar, will be based near the casino. In addition, coffeehouse giant Starbucks has opened a new shop inside the Las Vegas venue.

El Cortez Remains Committed to its Roots

The latest developments follow earlier improvements to accommodation at the venue. Work has recently taken place on Original 47 Rooms, Tower Premium Rooms and bathrooms on the casino floor.

The venue also said it remains committed to celebrating its history as one of the oldest casinos in Las Vegas. The casino first opened its doors in the city’s Downtown area in 1941.

Such is the casino’s legacy that in February 2013, the building was placed on the National Register of Historic Places. It is also one of just a handful of Las Vegas casinos that allows players to livestream their table games play on YouTube.

NGCB Gives First Approval to IGT-Everi Merger

The $6.3 billion merger involving IGT and Everi is one step closer to completion following initial approval in Nevada.

The last Nevada Gaming Control Board meeting under Chairman Kirk Hendrick’s tenure began June 11 with a complex and lengthy regulatory review — and initial approval — of a corporate merger that could reshape the gaming supplier landscape.

Representatives from Apollo Global Management, International Game Technology and Everi Holdings went before the board to discuss Apollo’s $6.3 billion double acquisition of the two suppliers. This included numerous items related to ownership transfers, corporate protocols and compliance.

Nick Khin, who currently serves as president of IGT, also appeared for suitability approval as interim CEO of the new entity. Former Aristocrat Gaming CEO Hector Fernandez will assume the role later this year upon completion of a non-compete obligation.

The complex merger is still ongoing and will continue as Apollo navigates regulatory requirements in Nevada and elsewhere. But the state is the biggest in terms of influence and importance, as the new merged entity will be headquartered there. It was initially announced last July, but the hearing was the first time officials gave new details about the transaction.

Ultimately, the board approved all the items unanimously, a significant step for one of the biggest industry deals in recent history. The Nevada Gaming Commission will now make a final ruling at its meeting June 26.

Apollo is merging IGT’s gaming business with Everi’s gaming and financial technology business. The new entity will be taken private while retaining the IGT name. IGT’s sizable lottery business is being spun off into its own publicly traded company under a different brand.

Apollo partner Daniel Cohen went before the board to discuss the merger alongside attorney J. Brin Gibson, who also notably served as chairman of the NGCB prior to Hendrick. Cohen asserted that his firm’s “sole focus is really to drive long-term value creation,” citing the success of its previous investments in the space.

“Our goal long term is to become the operator’s supplier,” Cohen told the board. “So if you’re the Venetian or Caesars or anyone else, you can come to IGT for basically every one of your product needs, which will allow us to continue to invest in products and innovate with our customers to really create the next generation of what casino technology products will look like.”

IGT, one of the most storied brands in gaming, has seen two formidable competitors emerge over the years in Aristocrat and Light & Wonder. Aristocrat, by most accounts, has long held the top spot and L&W has been on a multi-year hot streak since divesting its own lottery and sports betting divisions. IGT could be considered third among them, with a widening gap.

Cohen acknowledged this at the hearing, saying that the combined business “has a margin profile that is significantly lower than our largest peers, which, you obviously know, are Light & Wonder and Aristocrat.” He said Apollo will “look to close that gap under our ownership.”

The Apollo deal is unusual in that two companies are being acquired and merged by a third party. But what makes it even more unusual is that IGT and Everi had already agreed to merge on their own some four months earlier.

Cohen said that Apollo had made multiple offers to IGT specifically starting in 2014. When the first merger was announced, the firm felt that it could better unlock quicker cash value for shareholders of both companies. And of course, it represented a rare opportunity to make a significant investment in a sector Apollo has experience in.

“We were able to come to a transaction that effectively just turned the stock consideration both shareholders were going to receive into cash,” Cohen explained. “So all the shareholders at both companies didn’t necessarily need to take the risks of execution and integrating the companies. … We will undertake that effort.”

WEEKLY FEATURE: Macau Gaming Operators Announce Satellite Casino Closures

Macau gaming concessionaires this week announced that all 11 satellite casinos in the city are marked for closure before the end of the year.

It’s the beginning of the end of the satellite casino industry in Macau. This week, Melco Resorts & Entertainment, Galaxy Entertainment Group and SJM Holdings announced that the 11 satellites operating under their licenses will close by the end of 2025.

Melco will close its Grand Dragon Casino and three slot lounges operating under the Mocha Club brand. In a news release, it said the closures are in line with “the company’s overall development strategy and in accordance with Macau law.”

Galaxy announced it will close the Waldo Casino “due to commercial considerations.”

SJM will shut down nine satellites this year in support of its “long-term objectives [and] overall competitiveness.”

All three pledged to offer new job opportunities to the estimated 6,000 employees affected by the change.

In 2022, the Macau government amended its gaming laws, giving satellites three years to shift from a profit-sharing model to a structure in which they are directly owned by licensees. SJM plans to acquire and continue to operate two of the properties, Ponte 16 and L’Arc Macau, shifting them to the directly managed model.

The Macau Labor Affairs Bureau has promised to “closely monitor the situation” to ensure operators make good on their pledge to reassign employees.

Tragedy strikes outside of Bellagio, Bally’s settles discrimination suit, groundbreaking set for A’s stadium and more.

Two Dead After Shooting Outside of Bellagio

At around 10:40 p.m. on the Las Vegas Strip on June 8, local police responded to sounds of gunfire outside the Bellagio Hotel and Casino. By the time they arrived, they found two individuals suffering from gunshot wounds and both were pronounced dead at the scene.

In a statement, the Las Vegas Metropolitan Police Department said it believed the shooting to be “an isolated incident,” with a suspect identified. The next morning, the perpetrator was identified as 41-year-old Manuel Ruiz, who turned himself in to the Henderson Police Department. He is being held on two charges of murder with a deadly weapon.

Police noted that the parties “knew each other and had previously engaged in conflict over social media.” According to News 3, the shooting appeared to stem from an ongoing conflict between Ruiz, who ran the “SinCity Family” and “SinCity-MannyWise” YouTube channels, and another YouTube personality known as “Finny Da Legend.” Both of Ruiz’s accounts have since been deactivated.

Unconfirmed reports on X indicated that it was Finny Da Legend and his wife who were killed by Ruiz and the incident was captured on a livestream on Finny’s channel that has since been taken down. Clips of the shooting, in which viewers can see the gunfire erupt, are still circulating on X.

X users also reposted clips of a video that Ruiz had posted June 7 where he was driving around town supposedly looking for his internet foe.

MGM Resorts, parent company of Bellagio, declined to comment and directed inquiries to Las Vegas police.

The Bellagio incident is the latest difficulty for the Strip, which has not had a great year in 2025. Things started off poorly, with 37-year-old Army veteran Matthew Livelsberger committing suicide in a Tesla Cybertruck he blew up outside the Trump International Hotel on the morning of 1 January. Per the Associated Press, Livelsberger left a note saying that the incident should serve as “a wake-up call” following Donald Trump’s reelection as president.

According to the Las Vegas Convention and Visitors Authority, April visitor volume for the city overall was 3.3 million, down 5 percent from last year. For the Strip specifically, occupancy was down 0.4 percent, while average daily rates were up almost 5 percent to $203.

Even before the trade tensions, the Strip was facing a tough comp from a record year of performance in 2024. In April, market revenue fell 3 percent YoY, representing the third consecutive monthly decline and the eighth in the previous nine months. The streak of record years post-Covid is in jeopardy, as the Strip is down more than 3 percent for the fiscal year.

 

Bally’s Settles Discrimination Suit from Chicago IPO

Late last year, Bally’s Corp. announced plans to offer an initial public offering in its Chicago casino development specifically geared towards women and minorities, as the company’s host agreement with the city stipulated a percent of minority ownership. Soon after, Bally’s was sued by a conservative political group representing two white Texas residents who alleged that the program was discriminatory.

That suit has now been settled with undisclosed terms, according to the Chicago Sun-Times. The city and the Illinois Gaming Board were also named as defendants, though they did not comment to the paper. After the first IPO attempt fell through, Bally’s has launched another attempt, this time with a broader scope to include local residents.

 

A’s Stadium Groundbreaking Set

The soon-to-be Las Vegas A’s will host a groundbreaking ceremony for the team’s new $1.75 billion stadium on the Las Vegas Strip at 8 a.m. on June 23, per the Las Vegas Review-Journal. Work has already technically begun at the site, and the plan is for the stadium to be ready for the start of the 2028 season.

Of the total cost, up to $380 million is available in public funds, with the team being responsible for the rest. The A’s are building the stadium on nine of the 35 acres of the plot where the Tropicana previously stood. Bally’s Corp., which owned the casino, agreed to relinquish it in exchange for the right to build a new property on the remaining acreage.

 

Alberta Lifts Ban on U.S.-Made VLTs

The province of Alberta June 6 resumed buying U.S.-made video lottery terminals, per the Canadian Press. Premier Danielle Smith first announced the ban, which also included alcohol, in March in response to rising U.S. tariffs.

Service Alberta Minister Dale Nally said in a statement that the lifting of the ban “sets the stage for more constructive negotiations” between the two countries.

Survey Suggests U.K. Tax Hike Could Push Players to Black Market

Two-thirds of bettors surveyed by YouGov in Great Britain have said a proposed increase in online betting tax rates would drive them to play with unlicensed operators.

The YouGov survey found the majority of respondents had concerns over the impact of higher taxes. Some 65 percent of players agreed increased rates “would make customers turn to unregulated betting sites” if costs were passed on to the consumer.

In April, the treasury announced a consultation, proposing replacing three online betting tax rates with a single rate. This consultation launched on May 6 and is due to close on July 21.

Commenting on the issue, Melanie Ellis, partner at Northridge Law, said although some operators could absorb the impact of a few percent on tax rates, many are already operating on tight margins.

“Particularly, smaller and newer brands who are trying to grow their market share” will be affected, she said.

“The BGC is concerned that bookmakers will be forced to offer less favorable odds to retain a profit margin, but it may be that a tax increase simply leads to a contraction of the market.”

 

BOS: Private Casinos Could Have Saved Sweden’s Land-based Sector

Gustaf Hoffstedt, secretary general for Sweden’s gambling trade body BOS, believes Sweden’s land-based casino sector could have been profitable if private operators had been able to compete with the Svenska Spel monopoly.

Hoffstedt sees the lack of innovation at Svenska Spel’s Casino Cosmopol as one of the major factors behind its demise.

“Casino Cosmopol remained a monopoly to the end, which meant no competition or innovation,” he said. “If there’s no competition, innovation dies.”

In April the monopoly closed its remaining venue in Stockholm, weeks after parliament moved to end land-based gambling in the country.

On April 2 the Riksdag said land-based casinos in Sweden no longer served their purpose. It pointed to declining profitability and visitor numbers at Casino Cosmopol.

Hoffstedt believes land-based casinos could fulfill an important role in Sweden’s gambling ecosystem.

“I believe land-based casinos could be profitable in cities like Stockholm, Malmö, and Gothenburg – if they were open to private operators,” he says.

If the government were to reverse its decision, a number of BOS’ remote operators would likely be interested in a license.

 

Gibraltar Removed from EC ‘High-Risk’ List

Gambling hub Gibraltar has been removed from the European Commission list of high-risk jurisdictions, after years of pushback from the peninsula. This follows its prior removal from the Financial Action Task Force (FATF) “grey list.”

The list compiles high‑risk jurisdictions that present strategic deficiencies in their national anti‑money laundering and counter-terrorism financing (AML/CTF) regimes.

Since 2022, the British Overseas Territory has been considered a Jurisdiction under Increased Monitoring, alongside Malta, by the FATF. Within that year, the Gibraltar government committed to complying with an FATF action plan in a timely manner.

Last year, its removal from the EC’s list was blocked during a European Parliament vote and many believe it relates to Gibraltar’s longstanding dispute with Spain.

The updated list must also go through a parliamentary vote, but stakeholders are optimistic this year.

 

Ireland’s GRAI to Consider Tiered Licensing Fee Model

The Gambling Regulatory Authority of Ireland (GRAI) will consider five-year licenses and a tiered licensing fee model, it has said in response to an industry consultation which raised concerns over the cost and time frame of gambling licenses.

Operators expressed concerns that the baseline fee of €20,000 for a remote licence represented a “major” increase in the cost of the license, compared to other markets and the current system in Ireland.

GRAI said it would consider a tiered licensing fee model based on gross gambling yield (GGY) or a hybrid of turnover (meaning gross profit in this instance) and GGY.

Ireland’s gambling regulator was established under the Gambling Regulation Act 2024 last year to manage the creation of Ireland’s gambling regulatory framework.

It conducted its first public consultation over four weeks in April and May and received 27 responses, largely from operators. Key concerns raised were the cost of the application fee and need for clarification around what the fee calculation system would look like.

Quintenz Endorses Sports Prediction Markets in Confirmation Hearing

On June 10, the U.S. Senate Committee on Agriculture, Nutrition and Forestry held a long-awaited confirmation hearing for Brian Quintenz regarding his nomination as chairman of the Commodity Futures Trading Commission (CFTC). The agency, typically a niche derivatives regulator, has been thrust into the spotlight as prediction markets have proliferated.

Over the course of the hearing, senators grilled the Ohio Republican about the various facets of leading the commission, on which he served from 2017-2021. The breadth of questioning was indicative of just how wide the commission’s scope really is.

Quintenz answered questions about agriculture, ranching, cryptocurrency, financial markets, bipartisanship and event contracts, all of which fit under the CFTC’s purview in some way.

Gaming stakeholders were closely watching Quintenz’s comments regarding prediction markets in particular. The markets, especially since launching sports contracts, have disrupted the states’ rights framework for gaming and have introduced a federally legal sports betting-adjacent product.

In 2021, when Quintenz still served on the CFTC, he publicly dissented from the commission and endorsed sports contracts as legitimate commodities in another case involving the exchange ErisX. He made clear on Tuesday that he still strongly holds that belief.

“I believe that the law is very clear about events that have commercial, financial or economic consequence qualifying as commodities, because the [Commodities Exchange Act] recognizes that therefore, a viable and valuable futures market can be listed upon them and afford people the opportunity for risk management, price discovery and price dissemination,” he said.

The quote came in response to a question about tribal gaming rights from California Sen. Adam Schiff. Since the start of the year, tribes, especially those in California, have been at the forefront of the prediction market debate.

In late May, the CFTC met virtually with tribal leaders to hear their concerns. But current commission Chair Caroline Pham essentially said there was nothing to be done until a new regime is implemented, per InGame.

Quintenz told Schiff that, should he be confirmed, he would have “a very robust, all-stakeholder engagement process around this” and that he “would listen to the concerns of the tribes.” Yet his next comment seemed to indicate that he had no plans to interfere with the current trend.

“Nothing in the CEA that I’m aware of prohibits or affects the opportunity of tribes to offer those products, those markets and those services,” he stated.

Later, Schiff suggested that the Indian Gaming Regulatory Act is not preempted by the CEA, something that Indian law experts have contended. Quintenz notably referred to it in his response as “that other act you mentioned.”

 

Sports Betting Alliance Adds bet365

A popular nonprofit trade group is expanding by adding a high-level sportsbook operator.

On June 10, the Sports Betting Alliance announced that bet365 will become a member of the coalition, joining other prominent operators FanDuel, DraftKings, BetMGM and Fanatics. The SBA formed in 2021, about three years after the historic PASPA decision.

“Bet365 shares the SBA’s commitment to a regulated, transparent and sustainable U.S. online gaming market. Together, we’ll continue fighting for more states to swap their dangerous and unregulated sports betting and iGaming products for regulated, consumer-protected legal platforms,” said Jeremy Kudon, president of the SBA.

Last year, a YouGov survey reported that U.S. bettors aged 21-34 preferred bet365 as their sportsbook of choice. The U.K.-headquartered bet365 is operational in 13 U.S. jurisdictions.

The SBA has garnered headlines recently for its criticism of a number of states for their tax policy on sports wagering. In particular, the SBA excoriated the Illinois Legislature for passing a last-minute tax increase on sportsbook handle that disproportionately penalizes the largest operators in the market. FanDuel and DraftKings this week announced plans starting in September to impose a $0.50 surcharge on every bet they take in the state.

Last month, The Guardian reported that the Coates family, the owners of bet365, sought advice from a host of U.S. banks on a potential sale of the company. Such a move could have wide-ranging implications across the U.S. sports betting ecosystem.

 

Louisiana Senate Passes Bill On Sports Betting Tax Hike

A Louisiana bill that aims to raise the tax on sports wagering gross gaming revenues has made it to the desk of Gov. Jeff Landry.

The Louisiana Senate passed a bill on June 8 to increase the rate from 15.5 percent to 21.5 percent, which is slated to bring tens of millions of dollars in additional revenue to state coffers. The bill passed overwhelmingly by a 35-3 vote. As of June 1, the state generated $22.6 million in taxes from sports betting on revenue of about $180 million. Louisiana is among a bevy of states that have considered tax increases on sports betting this year.

Also this week, Churchill Downs Inc. sent a letter to the Louisiana State Racing Commission informing the state that it has initiated plans to relinquish its license for live racing at the Fair Grounds Race & Slots in New Orleans. Churchill is seeking legislative relief to offset the loss in revenue from legislative changes pertaining to historical horse racing.

“This is not the path CDI wishes to proceed down, but the inaction from elected officials to offer any sort of compromise has made this the only possible outcome. … Closing one of the nation’s oldest racetracks, and the most important track in Louisiana, will be a devastating blow to Louisiana’s equine industry and the New Orleans economy,” Churchill Downs CEO Bill Carstanjen wrote in the letter.

 

Stitt: Tribes Waiting For My Departure To Reintroduce Sports Betting

As expected, the Oklahoma legislative session ended without any resolution to bring sports wagering to the Sooner State.

Negotiations have become so heated between the parties that Gov. Kevin Stitt believes the state’s leading tribal groups will now wait until he leaves office before resubmitting a proposal to legalize sports betting. Stitt vowed to veto any tribal-backed sports betting bill that made it to his desk this year. In light of his position, none of the bills passed during the session.

“We analyzed the 30 or 40 states that actually have sportsbook and put a great plan together,” Stitt said. “We set it out to have more of a free-market approach. As I’ve said before, I think the big casinos, the big bosses, are waiting until I’m out of office. So we’ll see what happens, I guess, in 2027.”

The impasse has deprived bettors statewide of wagering on the Oklahoma City Thunder during the NBA Finals. Rapper Jay-Z placed a $1 million wager at Fanatics (+230) on the Thunder to win in five games. The wager lost June 11 when the Pacers prevailed in Game 3 to take a 2-1 lead in the best-of-7 series.

The 68-win Thunder opened the NBA Finals as heavy -700 favorites to win their first title in franchise history. But Tyrese Haliburton hit a game-winning jumper with 0.3 seconds left in Game 1 and the Pacers received a much-needed lift from Bennedict Mathurin in Game 3. As of June 12, the Thunder had odds of -230 to defeat the Pacers (+190) in the NBA Finals.

Scotts Valley Band secures initial court ruling, new casino project gets underway near Sacramento and Taunton expansion prompts new police proposal.

DC Court Confirms Scotts Valley Trust Status in Vallejo

The U.S. District Court for the District of Columbia June 10 confirmed the trust status of the Scotts Valley Band of Pomo Indians’ 160-acre parcel in Vallejo, California, on which it intends to build a $700 million casino, 24 residences, a tribal building, 45-acre biological preserve and more.

In January, before former president Joe Biden left office, the Department of Interior approved the trust application for the project, which was highly controversial. The project is away from the tribe’s existing reservation, and such approvals are typically nearly impossible to obtain. Nonetheless, it was approved, which sparked a wave of lawsuits as a result. By April, new DOI Secretary Doug Burgum had announced that the approval was being reconsidered, and Scotts Valley then filed its own suit. While that suit is still ongoing, the latest ruling from the district court is a positive step for the tribe.

“This ruling represents one step in the process, and it brings us closer to having our rights upheld by the court,” Chairman Shawn Davis told the Times-Herald. “Our land remains in trust, our commitment remains strong, and our resolve remains unshaken.”

 

Ione Band Begins Acorn Ridge Construction

The Ione Band of Miwok Indians has begun construction of its Acorn Ridge Casino near Sacramento, per PlayCA. The tribe, which has fought to develop the California casino for several years, secured a financing agreement with Gaming and Leisure Properties in 2024, the first ever between a tribe and a gaming real estate investment trust.

The 60,000-square-foot casino will feature 349 slots, 10 tables and other amenities. Construction is expected to take about a year, with an opening set for spring 2026.

 

New Police Policy Proposed in Taunton in Response to ‘Increasing Operations’

As the Mashpee Wampanoag tribe in Massachusetts expands its tribal welcome center and works towards its permanent casino project, Taunton Police Chief Ed Walsh has proposed a new ordinance that would allow him or anyone serving in his capacity to appoint members of the tribe’s police force as “special police officers.”

According to the Taunton Daily Gazette, the ordinance was proposed “in response to the ongoing development and increasing operations on tribal lands associated with the casino project. The police department anticipates that these developments will have a direct impact on local law enforcement and public safety, and this ordinance is intended to help ensure an appropriate and coordinated response.”

When the designated tribal officers would be on duty at the site and interacting with non-tribal members, the officers “”shall exercise the same authority as a Taunton Police Department officer and shall follow all applicable policies and procedures of the Taunton Police Department,” the proposal said. The ordinance was referred to a subcommittee June 2.

Sri Lanka Casino Bill Lacks Junket Regulations

Melco Resorts & Entertainment will open the casino at City of Dreams Sri Lanka this summer. As the country’s new gaming industry prepares to launch, lawmakers have compiled a draft regulatory bill that is notably free of regulations on VIP junkets.

Junkets serve VIPs by arranging luxury transportation and accommodations and issuing lines of credit for big-spending gamblers. The 48-page Sri Lanka Gambling Authority Act, published in May, outlines the process of licensing, taxing and monitoring junkets, but includes no regulations.

The Parliamentary Committee on Public Finance questioned the omission, and the Sunday Times slammed lawmakers for producing a “drab regulatory regime [filled] with loopholes.” Editors said the bill opens the door to money laundering facilitated by junkets, some with “underworld links in casino centers such as Macau and Australia.”

In testimony last week, an officer with the Financial Intelligence Unit acknowledged, “At the moment, there is no mechanism to monitor” junkets. “But once the regulatory authority is established, it is very much within their purview to issue regulations and necessary directives.’’

 

Philippine Senate OKs POGO ban

On June 9, Philippine lawmakers approved legislation that would permanently ban Philippine Offshore Gaming Operations (POGOs). Senate Bill 2868, known as the Anti-POGO Act, passed 23-0. A companion bill passed in the House the following day. Both work by repealing the law that taxed POGOs.

Last July, Philippine President Ferdinand Marcos Jr. called for the immediate shutdown of the POGO industry after reports of widespread crime in the sector, including money laundering, online fraud and human trafficking.

The Senate bill would prohibit future POGOs, punish people who aid or abet them and calls for the seizure of all POGO-related property and equipment. “This isn’t just a law—it’s the people’s demand to end the POGO menace,” said Senator Win Gatchalian, the bill’s sponsor.

Meanwhile, an estimated 9,000 POGO-affiliated foreigners remain in the country, months after they were ordered to leave. According to the Philippine Star, Gilbert Cruz of the Presidential Anti-Organized Crime Commission said the PAOCC detention facility already exceeds capacity and cannot house any more detainees.

 

Galaxy Exec: Thailand Casinos Could Boost Tourism

Earlier this year, Thailand saw an increase in tourism after its prominent role in the HBO series “The White Lotus.” But the increase was short-lived. Galaxy Entertainment Group Chief Brand Officer Kevin Clayton says entertainment complexes with casinos can help.

“Thailand tourism needs a reboot,” Clayton said at an industry roundtable in Bangkok last week. Proposed entertainment complexes, he added, are an “important strategy to fuel incremental growth.”

Galaxy has expressed interest in bidding on a Thailand casino license, along with other big names including MGM Resorts, Wynn Resorts, Genting Malaysia, Las Vegas Sands and Melco Resorts and Entertainment.

The “White Lotus effect” caused a surge in travel to Thailand earlier this year, but it dropped off after the high-profile kidnapping of a Chinese actor, the March earthquake that felled a high-rise in Bangkok, and more recently, armed skirmishes at the border of Cambodia.

To date this year, almost 1 million fewer Chinese tourists have visited Thailand than in 2024, reports the Straits Times. In May, international arrivals dropped 14 percent to 2.6 million. The decline was greatest among tourists from the country’s top feeder markets: China, Malaysia, Russia, South Korea and India. According to the Thailand Foreign Office, “These markets remain essential to Thailand’s tourism industry, sustaining overall visitor numbers.”

Clayton said these reports have prompted a “reassessment of Thailand as a destination” that could be changed with the introduction of legal casino resorts.

Analysts estimate that the complexes could generate gross gaming revenue of up to THB308 trillion ($9.1 billion) per year, making Thailand the world’s third-largest market after Macau and Las Vegas.

The government anticipates a 5 percent to 10 percent rise in overall foreign visitor numbers; a spike in tourism revenue of as much as THB220 billion; and the creation of 9,000 to 15,000 new jobs.

Brazil Tax Increase Nears as Vice President Signals Steeper Hike

The Brazilian Government has officially issued a provisional measure raising the tax on betting operators to 18 percent of GGR, with the country’s vice president hinting the rate could be further increased.

PM No 1,303 was published on June 11, raising the tax rate on operators’ GGR from 12 percent to 18 percent, a 50 percent hike.

The Brazilian Institute of Responsible Gaming labeled the tax rise “unacceptable,” warning it could boost the black market.

Yet, Brazilian Vice President Geraldo Alckmin said the tax burden could be raised even further, saying: “We need to increase the tax [on bets]. Not just 18 percent, which is the government’s proposal, but 27 percent. This will prevent many families from being harmed.”

 

Codere Online Keeps Nasdaq Listing After Filing 2024 Report

Codere Online has avoided a Nasdaq delisting by submitting the required SEC filings, following a May warning from the exchange.

On May 16, Nasdaq issued a staff determination letter to Codere Online, stating its intention to delist the company for failing to file its 2024 annual report on time.

However on June 6 Codere, which operates in LatAm markets such as Mexico, Colombia and Panama, announced it had received confirmation from Nasdaq that it will remain listed, having filed its 2024 Form 20-F (annual report for foreign companies) with the SEC on June 2.

 

Loterj President Defends National Operations

Rio de Janeiro State Lottery (Loterj) President Hazenclever Lopes Cançado says the lottery will continue to defend its right to license brands throughout Brazil, despite a recent federal court decision.

Loterj has long been embroiled in a dispute with the Brazil Federal Government, though a recent Supreme Federal Court (STF) preliminary decision prohibited the state lottery from allowing its brands to operate beyond Rio de Janeiro state borders, mandating geolocation tracking for operators to ensure compliance.

However, Lopes Cançado told iGB Loterj remains “fully committed” to battling the STF’s preliminary decision, believing the STF will ultimately rule in favour of Loterj rather than making the current measures permanent.

“These revenues, generated by local lotteries … finance actions in health, education, sports and social assistance, especially for those who need them most,” Lopes Cançado said. “Interfering in this cycle of progress is penalizing the vulnerable population.”

 

Ban on Betting with Credit and Crypto Proposed in Argentina

An Argentinian politician has introduced a bill that would ban betting online with credit cards and cryptocurrency in Buenos Aires Province.

According to Yogonet, Buenos Aires Province representative Nazarena Mesías introduced the bill with the objective of reducing problem gambling in the region.

Mesías believes the ban would boost transparency among the online gambling industry, saying: “Currently, the law does not explicitly specify the currency in which online gambling transactions must be recorded.

“This omission can lead to operators using credit systems or virtual units of value, which can lead to a lack of clarity about the actual value wagered.”

A number of well-respected value investors have latched onto casino operators, and time will tell which of these operators can best unlock their potential.

Value investing can be as exciting as watching paint dry.

It will try your patience. While growth investors excitedly chase the next big thing, value investors have to sit tight waiting for Mr. Market to come to his senses, for management to execute, or for sleepy directors to wake up and demand management do something to unlock value.

Not long ago, gaming was all about growth. But that was yesterday. Today, it’s more about finding value and hoping that the stock you want to buy isn’t cheap for a reason beyond being ignored by the go-go crowd.

Some of the undervaluation has been addressed among suppliers by acquisitions by larger companies and by private capital, meaning fewer public companies for most stock investors. Among operators, land sales to REITs have become a way to unlock value or strengthen balance sheets to pursue remaining growth opportunities. iGaming is just now transitioning from a myriad of unprofitable market share chasers to consolidation and, the survivors promise, profitability.

Interestingly, casino operators have attracted an all-star cast of value investors from legends Carl Icahn and Mario Gabelli to activist HG Vora, lending some credibility to the idea that some of these “when are they ever gonna get their act together” companies are worth the wait.

At present, the two headline makers are HG Vora’s fight with Penn Entertainment over board membership and Icahn’s increasing position in Caesars Entertainment.

The interest is understandable. In Penn’s case, a fight always draws attention. But it also is true that Penn’s network of solid regional casinos alone should be worth more than its miserable stock price of 0.4 times sales and 0.8 times book value.

Of course, investor interest has been poisoned by the huge amounts of money Penn has lost on digital gaming and the fact that, despite all of his boyish enthusiasm, CEO Jay Snowden’s expensive investment in ESPN Bet might not be adequately catching on.

Still, there is that bedrock regional casino franchise valued so cheaply and a sharp outfit like HG Vora betting on it and trying to shove Penn along.

Interest in Caesars is understandable. It’s one of gaming’s biggest operators and most famous names. It also isn’t broken, CEO Tom Reeg has almost universal respect on Wall Street, the stock sells at a ridiculously low 0.50 times sales and the company is headed towards its promised $500 million in annual digital profit. Here’s a hint: The Wall Street spelling of cheap is CZR.

However, there are a number of other brick-and-mortar operators that have attracted renown value investors.

Gabelli owns Golden Entertainment and Full House Resorts, two small regional operators that, as a plus for value investors, own all of their real estate.

HG Vora also has stakes in Caesars, MGM Resorts and Boyd Gaming. Barron Asset Management invests in Red Rock Resorts.

Penn Capital owns Boyd and Golden. Its chief investment officer, Eric Green, owns a chunk of Full House, where he also serves as a board member.

There are reasons why the stocks of brick-and-mortar casino operators have underperformed over the past couple of years. And there are reasons why these highly successful value investors own them.
