The property is owned by Ruffin Woodlands LLC, headed by billionaire Phil Ruffin, a Wichita native.

The Kansas City Star reported the Kansas City, Kansas planning commission recently heard testimony about issuing a special use permit application request for the Woodlands racetrack, and then voted to recommend the Unified Government Commission approve, with multiple conditions, a request to reopen the facility as a racetrack, electronic gaming venue and entertainment center.

Among the dozen-plus conditions commissioners demanded was a requirement that the main building be at least 85,000 square feet.

Ruffin Woodlands LLC, headed by billionaire and Wichita native Phil Ruffin, owns the property, as well as other racetracks and casinos in Kansas and Nevada.
