Hard Rock Casino Rockford set for First WBA Boxing Card

Hard Rock Casino Rockford in Illinois will this week play host to its first major boxing card, featuring a World Boxing Association (WBA) Heavyweight Championship bout.

Tickets to the WBA boxing event at Hard Rock Casino Rockford on April 19 are nearly sold out. The card will feature one main event and seven undercard fights, WIFR reports.

The headline fight will see Deontae “The Handsome Heavyweight” Pettigrew face Rochard Lartey for the WBA Heavyweight Championship. Pettigrew, a Chicago native, is undefeated with 14 wins to his name.

Challenger Lartey, of Ghana, has 16 wins and eight losses from his professional career.

Among the undercard bouts is a fight between Rockford-born Jonathan Cruz and Michigan’s Cameron Vallier. Cruz will be making his professional debut at the event, while Vallier is yet to register a victory.

Other undercard bouts include Marlon Harrington facing Cameron Krael, Rani Jalomo versus William Davis, and Lukas Moldenhauer against Manuel Guzman. Meanwhile, Everett Olivares will face Daniel Hilton, Kewin Gibas will fight Lamar Bolden, and Talia Halvorsen will face off against Jina Bynum.

Hard Rock Casino Rockford Boss Eyes More Boxing Events

Hard Rock Casino Rockford President Geno Iafrate said he is keen for the venue to host more boxing cards in the future.

“There is not a bad seat in the joint,” Iafrate says. “Just to be able to see this level of boxing entertainment up close and personal live versus on your TV, I think it’s really going to create a buzz and excitement.

“You’re going to see many more events in the future.”

Hard Rock Casino Rockford is located just outside the city of Rockford, around 80 miles west of Chicago. The venue features a casino floor with a range of slots, table games and poker, as well as various dining options, including a Hard Rock Café.

Wynn Resorts Co-Founder Dies at 82

Elaine Wynn, the co-founder of land-based casino giant Wynn Resorts, has died at the age of 82.

News of her passing broke yesterday (April 15), with Wynn Resorts confirming the news in a short statement. Wynn and her ex-husband Steve Wynn (pictured together) played a major role in shaping the Las Vegas Strip.

The pair co-founded Golden Nugget Companies, later renamed Mirage Resorts, in 1973. This followed Steve Wynn taking majority control of the Golden Nugget in Las Vegas.

The company went on to open its first major casino, The Mirage, in 1989. This was followed by Treasure Island Hotel and Casino in 1993 and the Bellagio in 1998. The latter two are still standing on the Las Vegas Strip, while The Mirage was demolished last year.

Mirage Resorts was eventually sold to MGM Grand Inc. in 2000, after which Wynn Resorts was founded. The company, in which Elaine was a major shareholder, went on to establish properties around the world.

Wynn Resorts’ current portfolio includes locations in Las Vegas, Massachusetts, London and Macau in China. It also has a resort due to open in the United Arab Emirates in early 2027.

Elaine Wynn: More Than Just Casinos

Away from gambling, Wynn was known as an art collector, philanthropist and education reformer.

Wynn was appointed to the board of trustees of the Kennedy Center for the Performing Arts by President Barack Obama in 2011. She also served as the co-chair of the Los Angeles County Museum of Art.

In terms of her contributions to education, Wynn co-founded Communities In Schools (CIS) in Nevada in 1993. The organization provides student support services to at-risk youth.

She was also on the board of trustees at the Elaine P. Wynn & Family Foundation and was involved with the UNLV Foundation at the University of Nevada, Las Vegas.

Wynn Resorts ‘Deeply Saddened’

In its statement, Wynn Resorts said it was “deeply saddened” by the news of Elaine’s passing.

“As co-founder and one of the largest shareholders of Wynn Resorts, she helped to create and grow the company to become the most esteemed luxury resort brand in the world,” Wynn Resorts said. “Her many talents and special touches are indelibly imprinted on the company and still evident throughout our resorts.

“Elaine cared deeply about the employees of our resorts. The current and former employees who worked alongside her to create Wynn and Encore Las Vegas cherish the many fond memories they have of her, especially of when they opened Wynn Las Vegas with her 20 years ago this month.

“She was a tireless advocate for Las Vegas, for children and their education, and for the arts. We’re grateful that the enduring sense of philanthropy she instilled in our company continues to this day.”

The cause of her death has not been disclosed.

Casino MK Pauses Operations Amid Administration Appointments

Casino MK in Milton Keynes, UK had halted operations following the appointment of joint administrators to its operator, Aspers UK Holdings.

Confirming the news on its website, Casino MK said administrators were appointed on April 8. Trading operations have been suspended while the administrators pursue a potential transaction.

Andrew James Johnson, Matthew Boyd Callaghan and Shamil Malde of FTI Consulting are serving as joint administrators. They are reviewing Aspers UK Holdings as well as certain other subsidiaries.

Aspers Group Limited, Aspers Finance Limited and Aspers (Milton Keynes) Limited are also declared as in administration.

“The affairs, business and property of the companies are being managed by the joint administrators,” Casino MK said. “The joint administrators act as agents of the companies and without personal liability.”

What Might the Future Hold for Casino MK?

Casino MK opened its doors in 2013 as the second large-license super casino in the UK. The venue offers a range of gaming options including slots, table games, poker and sports betting.

Other on-site amenities include Clary’s Bar & Grill, Tanzibar and live music. Customers can also view live sports events on several large screens within the venue.

It is unclear when the casino may open again. Reports in local newspaper the MK Citizen say staff have been sent home and told not to return to work until further notice.

New Jersey’s Ocean Casino Resort Details $50 Million Capital Investments

The Ocean Casino Resort in Atlantic City has announced details of $50 million worth of property-wide capital investments for 2025.

These form part of a seven-year, $270 million property transformation that Ocean Casino Resort has been implementing since 2018. Upgrade projects will take place throughout the resort, the operator said yesterday (April 14).

The largest spend, $25 million, will go toward new Ocean Blu Rooms and Suites. This will mark the culmination of a multi-year project to transform all 1,860 guest rooms and suites at the property.

In 2022, Ocean introduced 12 floors of renovated Blu Rooms and Suites unfinished by the previous owner. During 2023 and 2024, it unveiled over 700 guest rooms and suites, as well as new Duplex and Bay suites.

Meanwhile, $5 million will be spent on opening two new restaurants in partnership with restaurateur Stephen Starr. Ocean Casino Resort announced the new link-up with Starr earlier this month. The multi-million-dollar concepts will be located on Ocean’s Lobby Level and are scheduled to open this summer.

What Else is New at Ocean Casino Resort?

As for other improvements, LaScala’s Fire will open a location at the resort. Located on the casino level, the restaurant is due to open in early summer, offering another dining option to visitors.

On the subject of restaurants, the all-new High Steaks is now open to Ocean Casino Resort guests. Meanwhile, at the end of May, Blend will open on the lobby level, serving up smoothies and acai bowls.

In terms of gaming, some $4 million will be spent on upgrading the casino experience for players. Ocean will double its Asian Gaming space by summer 2025 to 8,000 square feet, offering 32 gaming tables including mini baccarat and Pai Gow poker.

Additional enhancements include Ocean’s 18 Mini Golf & Bar, which will open later in the summer. The new facility will feature a series of immersive holograms, installed at a cost of $500,000.

Meanwhile, new stores are due to open within the Shops at the Row, while the U.S. Army Corp of Engineers has completed a $92.6 million project to replenish sand on the beaches of New Jersey’s coastline. The latter makes more exclusive beachfront available to Ocean Casino Resort guests.

“Ocean continues to invest in property enhancements that enable us to provide an unmatched guest experience not only in Atlantic City, but nationwide,” Ocean Casino Resort General Manager Bill Callahan said.

“We are introducing five highly anticipated dining concepts that our customers have been asking for. This year also marks an exciting milestone as we complete the entire hotel with fully renovated guest rooms and suites.”

Merkur Names Bode as New Managing Director of Sales

Merkur has announced the appointment of Heike Bode as its new managing director of sales.

Confirmed last week, Bode is replacing Dominik Raasch in the role. Raasch was appointed to the Merkur.com management board earlier this year and held the position in a dual capacity.

Bode assumes full responsibility for sales and all sales-related divisions within Merkur. This represents an internal appointment, with Bode having worked for the company for more than 30 years.

Bode joined Merkur in 1995 and took on the role of head of sales controlling eight years later, before becoming advisor to sales management and advisor to the management board member, Merkur Sales.

In 2009, Bode was granted power of attorney and took responsibility for sales administration at Merkur. Then, in 2017, she joined management at Merkur Freizeit Leasing as managing director of finance.

Her most recent role has been overseeing the new Business Transformation division, serving in this position since 2024.

Bode An ‘Outstanding’ Candidate for Sales Role

Dominik Raasch, management board member at Merkur Sales, described Bode as the “ideal” candidate to oversee sales at Merkur.

“Heike combines outstanding professional expertise with proven leadership skills, making her the ideal candidate to lead our sales operations,” Raasch said. “With her many years of service within the company, she brings a wealth of in-depth industry knowledge and valuable experience to the role.

Marina Bay Sands Secures Three-Year License Renewal

Marina Bay Sands in Singapore has secured a three-year renewal for its casino license from the city-state’s gambling regulator.

Announced on April 11 by the Singapore Gambling Regulatory Authority, the renewed license is effective from April 25. It enables Marina Bay Sands to continue operating its land-based casino.

In a short statement, the GRA said the license was renewed under Section 49 of the Casino Control Act 2006. It added that the integrated resort fulfilled all requirements set in Section 45 of the CCA.

Marina Bay Sands first opened its doors in mid-2010 but did not hold its grand opening until February 2011. The Las Vegas Sands-owned venue is one of the most famous landmarks in the city-state.

Features include what Las Vegas Sands describes as the world’s largest atrium casino. This hosts 500 tables and 1,600 slot machines.

Other amenities include a 1,850-room hotel and a  convention and exhibition center, in addition to a shopping mall, museum, theater and various restaurants.

Last month, the resort surpassed a major milestone, announcing it had reached the 500 million visitor mark.

Change At The Top For Las Vegas Sands

Also last month, Las Vegas Sands announced Robert Goldstein is to step down as CEO and chairman of the business. He will transition to the role of senior advisor by March next year.

As an advisor, Goldstein will assist management with government relations activities, efforts to pursue new physical development opportunities and gaming strategies.

The Sands board intends to name Patrick Dumont, currently president and chief operating officer, as the new CEO. However, this is subject to final approval.

Kalshi Scores Win with Nevada Injunction

The controversial prediction market Kalshi has scored an initial victory in its suit against Nevada regulators—the platform will continue to operate in the Silver State, for now.

For a prediction market that has been besieged by state cease-and-desist orders over the last month, Kalshi notched a slight victory this week.

On April 8, U.S. District Court Judge Andrew Gordon granted Kalshi a preliminary injunction against the Nevada Gaming Control Board (NGCB). The injunction prevents the NGCB from imposing the order against Kalshi, contending that the site illegally offered sports wagering across the state.

As with other prediction markets, Kalshi is awaiting a closely-watched roundtable from the U.S. Commodity Futures Trading Commission (CFTC) for clarity on whether sports event contracts mimic sports gambling.

In a 24-page filing, Nevada Attorney General Aaron Ford argued that Kalshi failed to demonstrate that Congress, through the Commodity Exchange Act (CEA), intended to preempt Nevada state gaming laws under the Supremacy Clause of the Constitution. However, Gordon ruled that Nevada’s regulatory agencies have no jurisdiction to decide that Kalshi’s conduct violates state law given that the activities are still legal under federal law.

The injunction enjoins the Nevada Gaming Control Board and the Nevada Gaming Commission from pursuing civil or criminal prosecutions against KalshiEX LLC for offering event-based contracts on a CFTC-designated market.

“We are grateful for the court’s careful attention to this matter and recognition of Kalshi’s status as a CFTC-regulated exchange,” Kalshi wrote in a statement.

Also this week, Kalshi appointed former American Gaming Association executive Sara Slane as head of corporate development. Slane, a former interim CEO of the AGA, testified at a Congressional hearing on sports betting in 2018. Kalshi handled more than $400 million in event contracts on college basketball during March Madness.

WEEKLY FEATURE: Thailand Pauses Casino Debate

Amid growing opposition, Thailand has postponed a parliamentary review of the country’s Entertainment Complex Bill. Debate could resume in the next legislative session.

Thailand has put the brakes on its controversial Entertainment Complex Bill. The legislation, passed by the cabinet in March, was due for debate by parliament on April 9. But following a groundswell of public opposition—including a critical open letter from drafters of the 2007 constitution—the bill was pulled from the agenda.

In the letter, 30 charter authors said the casino bill “opposes the National Strategy Act’s goals for long-term economic security and prosperity,” which emphasizes “appropriateness, competitive advantage, low risk, avoiding over-investment … (and) over-dependence on other countries.”

Signers protested the speed at which the bill has moved through the legislature. They pointed out that the plan originated with former prime minister Thaksin Shinawatra, not the sitting premier, Paetongtarn Shinawatra, his daughter, who did not include it in her campaign platform. Sources recently told the Bangkok Post that Thaksin ordered members of the Pheu Thai-led coalition to support the bill or risk expulsion.

Deputy Prime Minister Phumtham Wechayachai says casino resorts could be a lifeline given the 36 percent tariff on Thai imports imposed by U.S. President Donald Trump, which could lead to billions in losses for Thailand (though the tariff could be lowered). “This isn’t about encouraging gambling,” said Phumtham. “It’s about economic survival.”

Lawmakers may resume review of the bill in the next legislative session, starting in July.

“We will not withdraw [the bill] but we will continue to listen to all opinions,” Paetongtarn told reporters this week. “We will continue to communicate so that people will have a better understanding.”

Saks Ditches New York Casino Proposal

A proposal from Sak’s Fifth Avenue and its parent company Hudson’s Bay Co. to transform three floors of Sak’s flagship store in Manhattan into a James Bond-style casino has been dropped, Crain’s reported April 10.

It is so far the only project that has been formally withdrawn from the process before official bids are due in June. A total of three downstate licenses will be awarded by the end of the year. Saks and Hudson’s Bay had first announced the project more than two years ago, but now that the effort has been abandoned, that leaves 10 remaining bidders for the three licenses.

Hudson’s Bay didn’t disclose exact reasons for ditching the proposal but there were a few signs that the bid was not likely to come to fruition. For example, the retailer had not partnered with a gaming operator, a necessary step if it wished to follow through. The project was also strictly a casino and lacked other amenities like a hotel or conference space, meaning it would not have generated as much revenue or jobs as other bids.

 

A’s Stadium on Track to Break Ground in June

The soon-to-be Las Vegas A’s are on track to break ground for their $1.75 billion ballpark on the Las Vegas Strip in June, according to an April 9 report from the Las Vegas Review-Journal. The paper cited the fact that the Raiders were able to start construction on Allegiant Stadium 68 days after securing permits from the county, which the A’s received last week.

“I think that’s about right,” Las Vegas Stadium Authority Chairman Steve Hill told the Review-Journal. “I would think sometime in that neighborhood we’ll have a groundbreaking and actually get started on serious construction.”

A June start would allow for the A’s to maintain their goal of finishing the stadium in time for the 2028 MLB regular season. The A’s have received county approval and an OK from the Federal Aviation Administration, another big pre-construction hurdle. Additionally, the team has brought in Marc Badain as its new president, who was a key figure in facilitating the Raiders’ move to Las Vegas and the building of Allegiant.

“He’s not only a great guy, but he also brings a wealth of experience in building one of the great sports venues in the world (Allegiant Stadium) and doing it in the town where we want to build one of the great sports venues in the world,” A’s owner John Fisher told the Review-Journal. “The ability to have him leading our organization as we embark on the next three years of building both a stadium and excitement in our market and with the community in Las Vegas is something we’re just thrilled about.”

 

NYC Planning Commission Advances Wynn’s Hudson Yard Bid

The New York City Planning Commission April 9 voted 9-4 to advance a rezoning proposal for a mixed-use development in Hudson Yards centered around a casino from partners Wynn Resorts and Related Companies, per W42ST.com. With the commission’s approval, the proposal must now be considered by the city council within 60 days.

If approved, Related and Wynn’s proposal would amend a 2009 plan from Related by increasing the amount of open space in the development but also reducing previous housing commitments. The housing change is what has garnered the most pushback—including from the four dissenting commissioners—but Related has said that the affordable unit count is the same, and only luxury units have been nixed.

Wynn and Related are among nearly a dozen bidders vying for three available downstate casinos licenses. Bids will be due in June with the licenses to be awarded by the end of the year. The Hudson Yards proposal in January was overwhelmingly rejected in a non-binding vote from Manhattan Community Board 4. That rejection won’t stop the process but could have an impact on further rulings to come.

 

Alabama Legalization Hopes Dead Again for 2025

After gambling expansion efforts came up one vote shy in the Alabama Senate last year, the issue won’t have the chance to even get that far in 2025. Earlier this month, Senate President Pro Tem Garlan Gudger released a statement proclaiming that this year’s expansion bill, sponsored by Sen. Greg Albritton, was “simply too little, too late, and has too few votes to pass,” per AL.com.

Albritton’s bill would have legalized a state lottery, sports betting, video gaming at six sites and the possibility to negotiate a Class III gaming compact with the Poarch Creek Indians, among other things. But with few days left in the state’s legislative session, Gudger and others believed that it did not have the requisite support to justify the time it would need to iron out any issues.

Following the defeat, Albritton was especially pessimistic about the issue ever getting across the finish line.

“We’ve tried everything we can on this bill over the years,” he told AL.com. “One thing has been proven is that it doesn’t matter what the bills says, period. If the word ‘gaming’ or ‘gambling’ shows up on the page, it’s a ‘no’ vote.”

 

Wind Creek Chicago Southland Opens Hotel

Wind Creek Chicago Southland held a soft opening for its 255-room hotel tower April 11, per the Chicago Tribune. The casino, operated by the Poarch Band of Creek Indians, opened last November and has quickly become one of the top performers in the state.

According to the Illinois Gaming Board, Wind Creek posted $16.9 million in adjusted gross receipts (AGR) in March, a 25 percent month-over-month increase. It drew some 219,000 visitors for the month. Rivers Casino Des Plaines led both categories, at $43.7 million in AGR and 260,000 visitors.

 

Atlantic County, New Jersey Settle PILOT Lawsuit for $15 Million

The years-long legal battle between Atlantic County and the state of New Jersey came to an end April 2 when the state agreed to settle the matter for $15 million, the parties announced April 8. At issue was back taxes the county was owed after the state enacted a payment-in-lieu-of-taxes (PILOT) program for Atlantic City’s casinos in 2016. In addition to the lump sum, the county will also receive quarterly casino payments through 2026.

Under the PILOT program, the casinos do not pay conventional property taxes. Instead, the rate of the annual PILOT is determined based on the casinos’ combined gross gaming revenue from the prior year. The law was enacted as a means to ensure timely tax payments after the casinos began to contest their property assessments when several properties closed in a short span from 2014 to 2016, but the county has contested the law from the start.

A 2021 amendment removed iGaming and online sports betting from the tax calculation, which the county argued further reduced the money it would have otherwise received. Atlantic County Executive Dennis Levinson has spearheaded the county’s eight-year legal challenge against the program, which was ultimately successful.

“This has been a long and expensive battle for both sides,” Levinson said in a statement. “Past and present county commissioners and municipal officials stood by me throughout this arduous process. Their enduring support helped bring this settlement to fruition. They shared my commitment to make our taxpayers whole. Together we accomplished our goal.”

 

Fertitta Scoops More Wynn Shares During Market Slide

Tilman Fertitta took advantage of the tariff-related stock market tumble April 4 to scoop up an additional 400,000 shares of Wynn Resorts, according to CDC Gaming. The Houston-based billionaire has been steadily increasing his stake in the company over the last year, and has become the largest individual shareholder.

So far his investments have been filed through 13D forms, which indicate passive investment. But Fertitta, who owns the Golden Nugget casino brand and is cousins with Red Rock Resorts leaders Frank and Lorenzo Fertitta, knows the gaming business and is rumored to have been unhappy with the company’s performance of late. His consecutive stake increases have led some to speculate he could be preparing a takeover of Wynn, but Fertitta has not commented on his intention.

 

Delaware North Partners with Fontainebleau

Delaware North, a global hospitality and entertainment company that operates casinos and other gaming venues, has partnered with Fontainebleau Las Vegas to bring special offers at the luxury resort and casino to Delaware North’s gaming loyalty club members.

Through the new partnership, more than 2.5 million members of Delaware North’s Lucky North Rewards loyalty program can receive complimentary or promotional stays at Fontainebleau Las Vegas as determined by program tier, with the nightly resort fee waived for all members.

Delaware North recently launched its greatly enhanced loyalty program with twice as long tier-earning and benefits-use periods and additional benefits for its members, including partnerships with national brands such as Fontainebleau Las Vegas to provide exclusive benefits and experiences beyond each of the gaming locations.

 

Harrah’s Metropolis Temporarily Closes Due to River Flooding

Harrah’s Hotel and Casino in Metropolis, Ill. temporarily closed April 6 due to flooding concerns from the nearby Ohio River. According to WSIL, the casino reached out to hotel guests to cancel reservations in the days that followed. The casino then reopened the morning of April 10.

U.K. regulator warns of AI-related AML risks, Flutter-Snai deal nears completion, KSA levies big fine and more.

UKGC Warns of AI Deepfakes as an ‘Emerging’ Money Laundering Risk

The U.K. Gambling Commission has highlighted a series of emerging money laundering and terrorist financing risks that operators are now facing, ranging from AI deepfakes used to fake identity documents to crypto crash games published by unlicensed operators.

In an update April 8 to its AML and terrorist financing risks guidance, the U.K. watchdog said AI programs and software had grown in sophistication and are increasingly being used to bypass due diligence checks.

Criminals are using AI to create false documentation, deepfake videos and face swap images and videos to facilitate the laundering of money.

The commission has ordered operators to train staff in the assessment of customer documentation for AI-generated documents.

The update also highlighted that some remote and land-based casinos have been providing unlicensed money service business (MSB) facilities, such as foreign currency exchange, third-party check cashing and the transfer of money in and out of casinos via a third party.

The regulator hit two remote operators with penalties for anti-money laundering (AML) and customer care failures last month. The Football Pools was ordered to pay $484,417 for various AML breaches, while Corbett Bookmakers was hit with a fine of $888,626.

 

Flutter-Snaitech Deal Close to Completion as Final Approvals Secured

Flutter Entertainment expects its acquisition of Italian brand Snaitech to be finalized within the next few weeks, as the proposed deal has now secured all remaining approvals.

The group agreed to acquire Italy-facing omnichannel operator Snaitech from Playtech in September last year for $2.52 billion.

The deal has faced antitrust, gaming and other regulatory and competition approvals. Flutter and Playtech confirmed the news in separate investor updates on April 9. The deal is now expected to close before the end of April.

In its statement, Flutter again said the deal would expand its “local hero” brand portfolio in Italy, which already includes PokerStars, Betfair and Tombola. The group also acquired Sisal in 2021.

“The acquisition of Snai fully aligns with Flutter’s strategy to invest in leadership positions in attractive international markets,” Flutter said. “This creates value through providing access to Flutter’s market leading products and capabilities.”

 

IGSA Seeks to End Fragmented Regulations, Strengthen Sector Against Cybersecurity Threats

The International Gaming Standards Association (IGSA) believes more should be done to mitigate AI and cybersecurity risks in gambling. The body has also called for the global gambling sector to end fragmented regulations and standardize 90 percent of their technical requirements across global markets.

Speaking to iGB, IGSA President Mark Pace says regulations remain largely fragmented and this makes it difficult to adopt standards and practices across the wider industry. Pace is campaigning to end that fragmentation.

Also at the top of Pace’s priority list is the sector’s protection against cyber threats. He says cybersecurity remains a critical challenge for regulators and operators.

Currently, cybersecurity audits are not a requirement in many markets. And Pace says whatever checks are in place are often “rudimentary.” He is advocating for more stringent checks and standards to be put in place to better protect the entire technical supply chain.

 

Techno Offshore Faces $1.5 Million Dutch Fine Over Illegal Activity

Dutch regulator Kansspelautoriteit (KSA) has issued a $1.5 million fine to Techno Offshore, the company behind the Nolimitbet.com and Simplecasino.com brands, for illegal activities in the country.

KSA said Techno Offshore was illegally offering games of chance to Dutch players through the websites without the relevant license. Operators can only offer online gambling in the Netherlands after securing approval from the regulator.

Detailing the charge on April 9, KSA said Techno Offshore did not take the sufficient measures to block Dutch players. The regulator also flagged the operator for not checking players’ ages upon registering and for running prohibited features including autoplay.

Fanatics Closing Retail Book at Guardians’ Stadium

Fanatics is shuttering its sportsbook facility at Progressive Field, the Cleveland Guardians’ ballpark.

The closure of the underperforming facility underscores a trend nationwide where customers are flocking online to bet on sports. When Ohio bettors wagered approximately $9 billion last year on the legal market, roughly 98 percent of the handle was placed online.

Just after the launch of sports betting in Ohio, a number of leading operators opened retail sportsbooks inside professional sports venues. Besides the facility at Progressive Field, operators also opened books in venues occupied by the NBA’s Cavaliers and the Reds of MLB. As with the Fanatics venture, retail sports betting has failed to prosper at the other facilities. Down the street, Caesars closed a sportsbook inside Rocket Arena, the home of the Cavs.

The Fanatics book consistently ranked among the least-utilized retail sportsbooks in the state. In February, the in-person facility handled approximately $19,018 in wagers, generating revenue of $4,489. By comparison, Fanatics’ online sportsbook in Ohio handled roughly $1.5 million on the month. Last year, the retail book lost $226,000, according to state filings.

Fanatics opened the retail sportsbook in August 2023.

 

MGC Approves Return of $106K in Wagers From Deceased Patron

The Massachusetts Gaming Commission (MGC) unanimously approved a request from DraftKings April 10 to void a series of futures wagers from an account of a deceased patron.

DraftKings notified the MGC on March 7 regarding a request from an attorney representing the spouse of a deceased account holder. The patron made nine wagers on the Boston Celtics to win either the 2025 NBA Championship or the 2025 Eastern Conference title for a total of $106,100. DraftKings faced a total liability of $384,730 on the wagers.

Pursuant to 205 CMR 238.35(2), the MGC is responsible for reviewing and authorizing requests to cancel or void wagers of a specific type, kind or subject. Based on the ruling, the funds will be returned to the deceased patron’s account and made available for estate withdrawal.

DraftKings told the MGC that honoring such requests in exceptional circumstances strengthens public trust and upholds industry integrity. As of Thursday night, the Celtics had odds of +215 at DraftKings to repeat as NBA champions.

 

Bama Sports Betting Bill Contains NIL Earmark

A bid from a select group of Alabama legislators to bring sports betting to the state isn’t dead yet.

While a gambling bill recently died in a Senate committee, a competing one in the House remains active ahead of a May 15 deadline. The bill, HB 490, seeks to legalize sports wagering, create a state lottery and establish an Alabama Gaming Commission (AGC). Alabama is one of only five states without a state lottery. Sponsored by Rep. Jeremy Gray, the bill was referred to the House Committee on Economic Development and Tourism.

The bill calls for a 10 percent tax on revenues generated from sports wagering. The taxes generated would be apportioned to the state’s general fund as well as an education trust fund. The remaining 20 percent would head to a newly created NIL (name, image and likeness) trust fund for high school athletes.

Under the bill, the AGC would create an NIL Oversight Committee composed of five prominent education officials across the state. The state would hold a portion of the NIL compensation in the trust, with 50 percent of all compensation received by each student athlete remitted to the state comptroller for deposit into the fund. The so-called Alabama Sports Wagering Control Act aims to prevent fraud, unethical NIL agreements and gambling-related harm of high school athletes.

Agua Caliente Rancho Mirage Announces New Expansion

Agua Caliente Rancho Mirage April 9 announced via press release that it has completed a 12,000-square-foot expansion of its casino floor, which will add “hundreds of additional slot machines” to the property. A ribbon-cutting event is scheduled for April 21 starting at 11 a.m.

“With hundreds more slot machines now offered at Agua Caliente Casino Rancho Mirage, guests have access to the best, most exciting slots available,” Rick Rothenberger, vice president of slots at Agua Caliente Casinos, said in the release. “With more than 3,300 slots across our three casino properties, we offer various games ranging from popular classics to thrilling new game titles. As a leader in Coachella Valley, Agua Caliente Casinos are the only place where you will find several of these new slot titles.”

 

Mashpee Wampanoag Welcome Center in Taunton Now with 50 Slots

The Mashpee Wampanoag Tribe and the city of Taunton, Mass. in late March signed a new memorandum of agreement regarding a casino project the tribe plans to build there. A tribal welcome center has already been set up at the site and now features 50 slots, per the Taunton Daily Gazette. The new MOA specifies that the tribe will pay the city 2.05% percent of monthly net slot revenue, in addition to $2.4 million in back payments from the original agreement.

According to the MOA, the tribe plans to secure financing for the permanent casino project before the mid-way point of the year. That lender would also pay the back payments owed to the city, per the Gazette.

 

Montana Tribal Casino Breaks Ground

The Confederated Salish and Kootenai Tribes and S&K Gaming April 9 broke ground on their new 400 Horses Casino project in Polson, Mont. According to KPAX, the 35,000-square-foot casino will be built out in phases, with a soft opening set for June 2026.

“We’re breaking ground today, we’re moving forward on this project, we’re going to be under actual construction starting tomorrow, so it’s a great day, it’s a beautiful day,” S&K Gaming CEO Bryon told KPAX.

 

Stevens Elected for 12th Term as IGA Chairman

Ernie Stevens Jr. has been re-elected by acclamation to serve his 12th term as chairman of the Indian Gaming Association. Running unopposed, he received unanimous support from tribal leadership. Elections were held on the final day of the membership meeting during the 2025 Indian Gaming Tradeshow and Convention in San Diego, California.

During his tenure, Indian gaming revenues have soared from $11 billion in 2000 to over $49.1 billion in 2024, solidifying tribal government gaming as the largest segment of the gaming industry in the United States.

Stevens served as an elected councilman for the Oneida Nation in Wisconsin from 1993 to 1999, and was the first vice president of the Congress of American Indians. He also holds board positions with the Center for American Indian Enterprise Development, the Nike N7 Foundation Board, the Executive Board of the Center for Native American Youth, and the Native American Advisory Board for the Boys and Girls Club of America.

U.S.-China Trade War Hits Macau Casino Stocks

Shares in Hong Kong-listed stocks toppled more than 13 percent April 7 as China and the United States escalated their trade war. It was the steepest decline since the 1997 Asian financial crisis, according to Macau Business.

On April 2, U.S. President Donald Trump announced steep tariffs affecting trade partners around the world. China was hit with a 34 percent tariff on imports, in addition to two earlier rounds of 10 percent. In response, Beijing levied a 34 percent tariff on U.S. goods, then raised it to 84 percent. Trump then hiked the China levy to 125 percent.

In the immediate aftermath, Macau casino concessionaires SJM Holdings, Melco International Development and Galaxy Entertainment hit three-year lows, dropping 18 percent, 16 percent and 12.44 percent respectively. Their American counterparts—Sands China, Wynn Macau and MGM China Holdings—lost 14 percent, 13 percent and nearly 12 percent.

Morningstar Investment Research warns of heightened risks for American companies doing business in Macau, but analyst Dan Wasiolek believes casino operators will outlast the turbulence. “While we will continue to monitor the macroeconomic environment … we maintain our view that all six gaming concessions will get renewed and extended beyond the 2032 period,” when the current concessions end, he wrote.

“Our stance is based on China’s desire that Macau be a world destination resort,” he added. That goal demands “the integrated resort expertise” of LVS, MGM and Wynn.

Appeals Court Upholds Billion-Dollar Baha Mar Award

An appeals court in New York has upheld $1.6 billion in damages awarded to Swiss developer Sarkis Izmirlian. In November 2024, the state Supreme Court ruled that Izmirlian, original developer of the Baha Mar resort in Nassau, Bahamas, was defrauded by contractor China Construction America (CCA).

Justice Andrew Borrok found that CCA “knowingly and falsely” promised to meet development deadlines, knowing it could not do so, and also misappropriated funds. He called CCA’s actions an “absolute sham and shakedown” that forced Izmirlian’s BML Properties to file Chapter 11 bankruptcy.

On appeal, CCA—construction manager for Genting’s Resorts World New York—sought reversal of what it called a “deeply flawed decision.” But on April 8, the court found “no basis to disturb the trial court’s award.” The damages continue to accrue due to daily interest and now top $1.7 billion.

Hong Kong conglomerate Chow Tai Fook Enterprises bought Baha Mar in 2017 and continues to operate it.

Inspire Woos Osaka VIPS

Inspire Entertainment Resort in Incheon, South Korea, has opened an office in Osaka, Japan. In a statement, President Chen Si said Inspire is committed “to expanding our business in the Kansai region and improving our services for Japanese customers.”

Until recently, Inspire was controlled by U.S. tribal entity Mohegan Gaming & Entertainment. But in February, lender Bain Capital seized control of the property, which accumulated losses of $104 million in its first year.

Inspire seeks to “deepen relationships with Japanese VIP customers and provide them with a seamless, world-class resort experience,” said Chen. It’s a clear bid to get a jump on MGM Osaka, Japan’s first integrated resort with a casino, which is due to open in 2030.

Russian Casino Zone Sees Increased Visitation

The Primorye gambling zone near Vladivostok welcomed more than 763,000 visitors in 2024, up 17 percent year on year. About 14 percent of tourists came from outside Russia, chiefly Uzbekistan.

The zone is currently home to two casinos: Tigre de Cristal and Shambala. The former, which opened in 2015, was positioned as the first in a cluster of casinos planned for the vicinity. But it stumbled out of the gate and closed during the pandemic. Since then, Russia’s war with Ukraine has undermined visitation. Shambala suffered from bad timing, opening in 2020.

According to the development corporation, 10 tracts are still available in the casino zone.

Brazil Sports Commission Raises Concerns Over Ad Regulations

The Brazil Sports Commission (CEsp) expressed concerns about existing betting advertising regulations during a hearing on two proposed bills that aim to impose further marketing restrictions.

On April 9, CEsp met to discuss two new bills (PL 2,985/2023 and PL 3,405/2023), introduced in response to concerns the current regulations issued by the Secretariat of Prizes and Bets (SPA) may not adequately protect consumers.

PL 2,985/2023 would implement a ban across all channels and mediums, while PL 3,405/2023 doesn’t go quite as far, instead prohibiting advertising featuring athletes, celebrities, influencers and sports teams.

In the meeting, Sen. Carlos Portinho claimed current regulations were delivering “little results” in preventing “predatory advertising,” stating the situation is getting worse.

 

Colombia Sees 30 Percent Decline in Online GGR After VAT

The Colombian Federation of Gambling Entrepreneurs (Fecoljuegos) has reported a 30 percent decrease in online gross gaming revenue (GGR) in Colombia since the new value-added tax (VAT) on the industry came into effect.

In February, Colombia introduced a 19 percent VAT on online betting deposits, a decision Fecoljuegos condemned as “unsustainable and unfeasible” for the gambling sector in the country.

Nearly two months have now passed since the tax came in, and Fecoljuegos has warned it’s already having an impact, with online revenue dropping by nearly a third over that time.

Evert Montero, president of Fecoljuegos, told Portafolio: “If the tax policy continues, the financial capacity of operators will be severely affected, compromising formal operations and resources allocated to health.”

 

ANJL Criticizes Financial Association Director’s Anti-Betting Remarks

The National Association of Games and Lotteries (ANJL) has strongly condemned what it called “disrespectful” anti-betting remarks made by the director of the Brazilian Association of Financial and Capital Market Entities (Anbima).

The ANJL’s response follows an article published in the Brazilian newspaper Valor Econômico last week, which was written by Aquiles Mosca, CEO of BNP Paribas in Brazil and director of Anbima.

The article, titled “Bets: The bookmaker who lives in your pocket will make you unhappy,” criticized the Brazil gambling sector, listing the potential consequences of betting addiction, including bankruptcy and suicide.

The ANJL responded in a letter alongside other gambling bodies, such as the Brazilian Gaming Association (Abrajogo), saying: “His words disregard the institutional, regulatory and economic advances promoted by the legal framework that governs betting in Brazil.”

 

Buenos Aires Lottery Launches Workshops to Prevent Underage Addiction

The Buenos Aires City Lottery (LOTBA) has launched a series of workshops aiming to prevent addiction to online gambling among minors.

In a press release on April 8, LOTBA claimed the objective of the workshops is to raise awareness of the risks related to betting online.

The workshops will be conducted in partnership with the Buenos Aires City Council, with specialists from LOTBA and the Council’s Justice and Education Department.

“Working with young people on awareness, training, and development reinforces LOTBA’s commitment to promoting responsible gaming, combating illegal gambling, and the dangers associated with underage gambling,” LOTBA said.

 

Central Bank Chief Calls for Expanded Powers on Illegal Betting

Gabriel Galípolo, president of the Central Bank of Brazil, informed the parliamentary inquiry commission (CPI) on betting this week that the bank lacks the authority to block illegal sites.

In a betting CPI meeting on April 8, senators quizzed Galípolo over how much power the Central Bank had to act against payment institutions accepting illegal betting transactions.

Galípolo responded by stating the responsibility for monitoring and sanctioning the betting sector lies entirely with the SPA, also calling for the Central Bank to be given more authority in this area.

He explained once the SPA informs the Central Bank of an illegal operator, it can only notify a financial institution to cease providing services to the gambling company in question. The Central Bank cannot intervene in transactions, as only the financial institution has that authority.

Executives of Light & Wonder announced late on April 2 that they were unilaterally pulling all of their Jewel of the Dragon slot machines from casino floors. The news was delivered in an afternoon conference call with Wall Street analysts. The move was promptd by Aristocrat Leisure’s March 14 amendment of ongoing litigation.

Marc Burroughes Named Chief Commercial Officer Casino at EveryMatrix

Marc Burroughes has been appointed chief commercial officer of EveryMatrix’s Casino division.

Merkur’s Raasch Hands Over Executive Responsibilities

Merkur GmbH is realigning its management structure. Effective immediately, Heike Bode has been appointed managing director of sales. There are over 140 casinos in the United Kingdom and the Hippodrome Casino in London does 11 percent of the business in that sector. Simon Thomas and his father, Jimmy Thomas, acquired the casino in 2012 and built it into one of London’s premier tourist attractions as well as an entertainment center. The casino honors the history of the Hippodrome, which includes a circus, nightclub, restaurant, and more. Thomas is constantly expanding the property, utilizing the basement for one of London’s finest Chinese restaurants, and he plans on installing a large sports book where punters can watch their favorite matches from all over the world.
