French Lawmakers Mull Amendments to Online Casino Bill

Members of the French parliament have begun considering amendments to a bill that would regulate digital space, including online casinos, according to CDC Gaming Reports.

The bill would regulate “games with monetizable digital objects” which it tags as JONUM. It would also treat Web3 products as non-fungible tokens (NFTs.)

However, it would distinguish JONUM from gambling products. One MP proposed an amendment to add “by preventing risks of harm to public order” to the title of one of the bill’s articles. Without this, said the amendment, there was a risk of classifying illegal online sites under JONUM.

This could lead to black market operators changing their sites to make them digital, thus coming under the law.

Another proposal would allow brick-and-mortar casinos to offer online gaming as a way to fight illegal sites.

Online casinos are illegal in France, but a lawmaker, Philippe Latombe, in May authored Bill 1248, which creates a legal framework for online gaming. It would create a five-year moratorium where online gaming would be legal, but only for “national actors.”
