Leagues Push for Balanced Quebec Sports Betting Market

Three major professional sports leagues are asking lawmakers in Quebec to consider a competitive market for online sports betting sites, saying it would “level the playing field.”

Leagues Push for Balanced Quebec Sports Betting Market

Sports betting in Quebec is poised for a significant expansion, with three major sports leagues expressing their support for private operators to offer services in the province.

Major League Soccer (MLS), the National Basketball Association (NBA), and the Canadian Football League (CFL) have all voiced their backing for the Quebec Online Gaming Coalition’s (CQJL) proposal to modernize the current regulatory framework and allow for an open licensing system.

The CQJL initially proposed the expansion of Quebec’s sports betting licensing system in May, advocating for private operators to be allowed to offer their services in the province. The association highlighted the success of Ontario’s open licensing system as a model to follow, pointing out that it generated significant revenue for the government. The CQJL estimated that Quebec could potentially earn around $171.5 million in revenue by adopting a similar approach.

Ontario stands as the only Canadian province that has embraced a multi-operator licensing system for online gambling. A report by Deloitte in June 2023 revealed that Ontario’s regulated online gambling market brought in $469 million in revenue for the government. The CQJL sees Ontario’s success as a compelling reason for Quebec to reconsider its current single-operator licensing system and embrace a more open and competitive market.

The support of the MLS, NBA and CFL further strengthens the case for sports betting expansion in Quebec. Randy Ambrosie, the commissioner of the CFL, called on the Quebec government to explore the benefits of introducing a regulated playing environment. Ambrosie emphasized the importance of transparency, sporting integrity, and responsible gambling in the new system.

Similarly, Don Garber, the MLS commissioner, expressed his desire to see Quebec adopt a model that promotes fan engagement while maintaining the highest levels of integrity. Mike Bass, the executive vice president and chief communications officer for the NBA, also expressed support for an open and regulated market in Quebec, drawing parallels with Ontario’s competitive market.

The proposed expansion of sports betting in Quebec could bring numerous benefits to the province. By allowing private operators to enter the market, Quebec would create a more competitive landscape, leading to increased innovation, better odds, and a wider range of betting options for consumers. Additionally, the introduction of regulation would generate substantial revenue for the government, which could be reinvested in various sectors such as healthcare, education, and infrastructure.

One of the key considerations in the expansion of sports betting is ensuring responsible gambling practices and safeguarding the integrity of sporting events. The CQJL and the major leagues emphasize the importance of implementing measures to prevent problem gambling and protect vulnerable individuals. They also stress the need for strict regulations to prevent any potential match-fixing or other integrity issues that may arise. By implementing robust responsible gambling programs and working closely with sports organizations, Quebec can create a safe and secure betting environment.

To facilitate the expansion of sports betting in Quebec, the CQJL has proposed the establishment of a new gambling regulator specifically tasked with overseeing the industry.

This regulator would be responsible for issuing licenses, enforcing regulations, and ensuring compliance with responsible gambling measures. A dedicated gambling regulator would provide the necessary oversight and expertise to maintain a fair and transparent betting environment.
