Racino, Commission Battle of Number of Stalls

Penn National Gaming Inc., building a racino in Ohio, claims that it won’t build the number of horse stalls for the facility required by the Ohio State Racing Commission without an agreement with the state’s horsemen. The commission insists that it won’t be allowed to open without the 988 stalls that it requires.

Penn National Gaming Inc., which is building a new racino in the Mahoning Valley in Ohio, is bickering with the Ohio State Racing Commission over how many stalls should be in the facility.

Penn says that it will put the 988 stalls that the commission insists on, rather than the 750 that the company originally wanted to build, but only if it reaches an agreement with the Ohio Horsemen’s Benevolent and Protective Association.

A representative of Penn told commission chairman Robert Schmitz, “If we do not have an agreement, we will not build that number of stalls.”

“Again, I’m disappointed with Penn Gaming. We’re looking for the right answer, and we get a conditional answer,” retorted the chairman, who added, “I understand you are in negotiations on some of these points, but without 988 stalls you will not be granted a permit to race. And without a racing permit, you will not have VLTs.”
