Ukraine May Regulate Gaming

Ukrainian Interior Minister Arsen Avakov (l.) is pushing for the regulation of lotteries and gaming in the country to “return shadow money to the state.” He said “backstreet casinos” flourish and are often patronized by police.

Potential 0M in taxes

Ukraine’s Interior Minister Arsen Avakov has demanded that the country regulate gaming operations to eliminate underground casinos and provide tax revenues for the government.

“There are scratch card lotteries, gambling machines disguised as internet clubs without any masks, not to mention backstreet casinos. We regularly reveal two or three a month, sometimes with policemen patronizing them, sometimes with officials,” he said in a recent Facebook post.

According to Avakov, legislation that would create a regulatory framework in the Ukraine are already in the works. He appealed to the Verkhovna Rada or parliament “to urgently discuss the bills and pass any bills giving rights and restrictions on the market and returning this shadow money flow to control of the state. We need these taxes!”

Avakov estimates the government could reap $300 million in taxes per year if it regulated its gaming industry.
