Luxury hotel developer 13 Holdings Ltd. says its Macau casino and retail shops will open by March 31, according to a filing. The resort targeted at the super-rich was first announced in 2011 by billionaire Stephen Hung.

The troubled, oft-delayed 13 Hotel in Macau may actually open before the end of the month. According to a company filing, the elite resort will make its debut by March 31.

The property targeted at the super-rich was the brainchild of billionaire Stephen Hung. But he couldn’t seem to get the project off the ground, and for years the project billed by as “the world’s most luxurious casino resort” languished.

The 13 site is on the Coloane end of the Cotai Strip. Originally the hotel was to have opened in 2016; in August 2017, it missed an opening deadline tied to a US$384 million loan. The opening was then pushed into 2018.

Hung recently resigned his role as joint chairman and executive of 13 Holdings Ltd. His departure was revealed in a January 25 filing to the Hong Kong Stock Exchange, with the company confirming that Hung “ceased to be member of the nomination committee of the company, member of the finance and investment committee of the company and chairman of the executive committee.” Peter Coker is now chairman, with Tom Lau Ko Yuen staying on as deputy chairman.

The company indicates the property will open with 66 gaming tables, including 16 VIP tables, and 50 slot machines with minimum bets that are set at a “comparatively high level.”
