Regulators in Pennsylvania have approved temporary regulations for online gaming that allow current licensees an unlimited number of “skins,” as long as each domain identifies its affiliated licensee. Two Pennsylvania casinos had suggested allowing no skins at all, which would have severely limited the state iGaming market. The state gaming board will begin accepting applications next week.
Lawmakers from Japan’s ruling coalition have agreed on pieces of a regulatory bill to launch casino gaming in the country. Gibraltar-based 888 Holdings has applied for a gaming license in Malta over concerns on how Brexit will affect its home base. 888 said it is “proceeding with its backup plan” by obtaining a Malta license and also establishing a server farm in Ireland so that it can “continue to serve European markets with no disruption to its business.”

Smoking was banned in Louisiana restaurants in 2007, and now a bill would extend the ban to casinos, gaming facilities and bars. Fourteen cities already have passed smoking bans, including New Orleans, Baton Rouge and Lafayette. Louisiana would become the 18th state to ban smoking if the measure is approved.
After learning the Hell's Angels booked rooms at a local casino hotel, Deadwood law enforcement asked the South Dakota Commission on Gaming to ban wearing club affiliation patches in casinos. Deadwood Gaming Association Executive Director Mike Rodman said casinos should devise their own safety plans because since "no ‘one solution fits all’ approach" would be effective.
A report on transportation statistics has found that visitation rates to Atlantic City have fallen to their lowest point since the early 1980s. Visit-trips to Atlantic City in 2017 were 24.1 million representing a 1.2 percent decrease over the previous year's 24.4 million. The 2017 total represents the lowest visit-trip figure since 1982, when there were 22.9 million visit-trips.
Running against Chicago Mayor Rahm Emanuel (l.), who fired him in 2015, former Police Superintendent Garry McCarthy proposed locating a casino inside O'Hare International Airport. Two groups in Arkansas are pursuing proposed constitutional amendments to allow casino gambling. Arkansas Wins just filed its proposed ballot language with the state attorney general's office, which recently rejected Driving Arkansas Forward's ballot language for the third time. Driving Arkansas Forward said out-of-state interests dominate Arkansas Wins in 2018.
The Oxford Casino in Oxford Maine led Maine casinos in 2017 with $1.2 billion wagered on slot machines in the state last year, according to the Maine Gambling Control Board’s annual report. The Oxford Casino took in $796.6 million in 2017, up $62 million from 2016. The Hollywood Casino in Bangor saw $408.4 million in slots revenue, down $28 million from 2016. The Oxford Casino earned $68.7 million overall, while Hollywood Casino earned a $41.6 million profit in 2017.
A federal judge shot down Borgata’s Atlantic City claim that a card manufacturer owed the casino millions in damages because their faulty decks allowed gambler Phil Ivey to win big at the casino’s baccarat pits. The judge ruled that the cards—which had asymmetrical designs that allowed Ivey and a partner to read them—were only one factor in Ivey’s win. He said the casino could only recoup the cost of the cards—about $27.
In Wisconsin, problem gamblers' debt averages $34,078, according to officials at the Wisconsin Council on Problem Gambling. The hotline received 12,674 calls in 2017. Officials said callers max out credit cards, drain bank accounts, seek payday loans, borrow from friends and family, steal from employers, write bad checks and sometimes even rob banks.
Mardi Gras Casino and Race Track Chief Executive Officer Dan Adkins sued the racino's owner, Hartman & Tyner, over “millions of dollars” he was promised upon sale of the company’s Florida, West Virginia and Michigan gambling operations. H&T recently countersued, claiming Adkins "engaged in self-dealing, corporate waste and gross mismanagement."
The epic battle between MGM Springfield and the gaming tribes of Connecticut continues unabated in the state legislature. Oklahoma tribal casinos pay the state exclusivity fees of 4 percent - 6 percent on adjusted gross revenue in return for exclusive rights to operate Class III gambling. Last year lawmakers rejected tribal requests to offer ball and dice games. But now legislators see the issue as a bargaining chip to raise exclusivity fees.
After the Interior Department rejected two land-trust applications, one for an East Lansing casino (l.), the Sault Ste. Marie Tribe of Chippewa Indians' board voted to file litigation, though it hasn't done that yet. Interior Department officials said the locations were too far from tribal headquarters. Mike Howard has been named general manager and chief executive officer at Cypress Bayou Casino Hotel in Charenton, Louisiana. Howard previously was vice president and general manager at DiamondJacks Resort Casino in Bossier City. Owned by the Chitmacha Tribe of Louisiana, Cypress Bayou has 730 employees.

Ostrowski joined the gaming board in 2001. Borvan joined the liquor commission in February 2017, O'Leary in July 2016.
