The North Dakota House sent a bill permitting up to six state-operated casinos back to committee. Casinos would have to be built within five miles of a 5,000-plus population city or within 20 miles of a reservation.

North Carolina will become the 17th state to offer lottery keno games, starting this fall. A bill that would allow lottery games based on live horseracing recently was introduced in the West Virginia House of Delegates. House Bill 2943 would amend a statutory ban on combining live horseracing and lottery results by exempting horseracing. EquiLottery would manage the games, which currently are allowed in California, Florida, Kentucky and Minnesota.
A lawsuit contending Northstar Lottery Group cheated players and vendors was moved to federal court in the Southern District of Illinois. Plaintiffs said Northstar printed more scratch-off tickets than it planned to sell, then ended games before grand prizes were awarded, to boost profits.
