Florida: Gambling’s Last Gasp

Like last year, the Florida House and Senate versions of gambling legislation are far apart. This year, lawmakers face added pressure from the Voter Control of Gambling Amendment, which will appear on the November ballot and give voters a say over future gambling. Legislators believe this is their last opportunity to leave a gambling footprint on the state. House Tourism & Gaming Control Committee Chairman Mike La Rosa (l.) says the House bill would “box up” gambling in Florida for the next 20 years.

New Atlantic City Casinos Plan to Join New Jersey Online Gambling Market

Two new casinos scheduled to open in Atlantic City have applied to New Jersey regulators to offer online gambling. The state licenses online sites through Atlantic City casinos. Both the Hard Rock casino and the Ocean Resort—formerly Revel Atlantic City—have applied for licensing. Online operator GAN has also signed a multi-year agreement with Ocean Resort to provide real-money online gambling software beginning sometime in the second half of 2018. Hard Rock has not released details of its plans.

Will MGM Cotai Stall Again?

As of last week, the Macau Government Tourism Office had yet to issue an operating license for the five-star hotel at MGM Cotai, which is set to open before the Chinese New Year on February 16. The property is already delayed by more than two years from its initial announced opening date.

Turkey May Lift Ban On Casinos

The Turkish tourist industry would like to see the country lift its ban on casinos—or at least allow casinos that only cater to foreigners. The industry wants to combat a dramatic drop in Chinese tourists in recent years. Hotel association head Timur Bayindir (l.) believes it cold attract more than a million additional tourists with casinos.

Russians Discuss Gaming Cruises

In Russian, officials in Primorye proposed operating a casino cruise ship to sail to Japan, Korea and China. Authorities also are considering offering gaming aboard a ferry operating between St. Petersburg and Kaliningrad, which includes one of Russia's gaming zones. A new port is being built there.

Money Laundering Violations Lead To Firing

In the ongoing money laundering scandal at British Columbia casinos, Lisa Gao was fired as director of VIP gambler relations at River Rock Casino (l.). The Ministry of Attorney General confirmed Gao was the focus of an investigation after it was alleged she “acted in direct violation of B.C. Lottery Corporation and FINTRAC directives about third-party cash buy-ins.”

Argentinian Gambling Tax Brings in No Revenue

According to reports, Argentina collected no money from a 2 percent tax on online gambling in 2017. The tax was supposed to be collected through credit- and debit-card issuers from deposits made with Argentina-facing online gambling operators. However, sites have skirted the regulation by encouraging players to use other payment forms.

Ontario First Nation Casino Plans Renovations

The Great Blue Heron Casino (l.) in Port Perry, Ontario will be renovated by the end of the year. The venue opened in 1997 on reserve land on Scugog Island and was updated in 1999 and 2000. Currently its 25,000 square foot gaming floor features two bars, a restaurant and a 545-machine slot room.

Massachusetts could be the latest state to legalize daily fantasy sports and would tax it at the highest rate of any state. The bill taxing DFS and subjecting it to regulation by the Massachusetts Gaming Commission, has been introduced by state Senator Eileen Donoghue (l.).

Portugal Close to Joining France in Shared Online Poker Player Pools

The President of the French online gambling regulator ARJEL said in an interview that Portugal is very close to joining the country and Spain in sharing online poker player pools. Player sharing between France and Spain began last month on the PokerStars platform. Charles Coppolani, France’s top gambling official, said that Portuguese regulators have entered the final stage of preparation. In another European story, American consultancy Grant Thornton is recommending that Greece open up its gambling license process.

GVC Discloses Huge Greek Tax Bill

GVC Holdings has disclosed a €186.77 million tax bill from Greece and that it will put aside €200 million to pay the bill should it lose its appeal. The disclosure caused shares in both GVC and Ladbrokes to fall on the London Stock Exchange. The tax bill relates to the operations of GVC subsidiary Sportingbet in 2010 and 2011. The company, however, said the amount is “substantially higher by multiples of the total Greek revenue generated by the subsidiary.”

Online Gambling Down in Delaware

Online gambling revenue was down substantially in Delaware for 2017. The Delaware Lottery, which licenses three racinos, Delaware Park (l.), Dover Downs, and Harrington Raceway, and operates online poker on the 888poker platform, reported that iGaming revenue declined by 18 percent from 2017 to 2016 to $2.4 million.

The Quapaw Indian Tribe, owners of Downstream Casino in Oklahoma, wants to build a casino resort in Jefferson County.

Goodell: NFL Prepared for PASPA Repeal

The commissioner of the National Football League, Roger Goodell (l.), said he is prepared to continue to safeguard the integrity of the sport should the federal sports betting ban be repealed. Meanwhile, more states are making preparations for this eventuality too. In West Virginia, identical bills in the Senate and House would legalize sports betting at existing casinos and racetracks, and online if the U.S. Supreme Court lifts the federal ban. In Kansas, HB 2545 would legalize sports betting "on the premises of a racetrack gaming facility."

Report: Nevada Lax on Casino Emergency Plans

Nevada officials have launched an investigation into findings by the Las Vegas Review Journal that casinos have consistently failed to file emergency response plans as required by state law. Eighty-eight properties failed to comply, the report said.

Illinois Casino Officials Question Smoking Study

A recent study indicated Illinois' 2008 smoking ban has had no impact on casino admissions and revenue. However, casino officials disagree and also question the study's methodology. A 2009 Federal Reserve Bank of St. Louis report said the ban may have caused revenue to drop by 20 percent, or more than $400 million.
